Petrol Subsidy Registration Online in Punjab: 9771 SMS vs Maryam Ko Batayen App (2026)
Searching for petrol subsidy registration online punjab gives you two different answers — and mixing them up is the most common mistake we see. The short version: if you live in Punjab, you are covered by the federal PM Fuel Relief Scheme, which you join by sending one SMS to 9771. A separate, older Punjab-only scheme called “Maryam Ko Batayen” also exists, but it works through a mobile app and a provincial portal — and some sources say it has been superseded by the federal scheme (unverified, disputed).
This guide explains both routes so you register through the right door — and flags clearly where the facts are official, press-reported, or unverified. If your vehicle is registered in Punjab, this is your guide; Sindh users should use the dedicated Sindh guide instead.

The Short Answer: Two Schemes, Don’t Confuse Them
Two different programmes get called “petrol subsidy in Punjab” online. They are not the same thing.
Scheme A: Federal PM Fuel Relief Scheme (SMS 9771)
The federal government’s petrol relief programme, announced on 13 September 2026 by Prime Minister Shehbaz Sharif (press-reported, Tribune). It gives Rs100 off per litre of petrol and runs nationwide — including all of Punjab. Registration is a single SMS to 9771, and the official portal is pmfuelrelief.pk.
This is the scheme that is currently active and officially announced. If you are a Punjab resident looking to register for petrol subsidy online, this is the route to use. For the complete federal overview, see our PM Fuel Relief Scheme 2026 guide.
Scheme B: Punjab “Maryam Ko Batayen” Scheme
A Punjab-provincial scheme for bike and rickshaw owners, launched on 4 April 2026 (competitor-reported). It works through a mobile app, the portal mkb.punjab.gov.pk, and helpline 1000 (competitor-reported).
Recency dispute — read this before doing anything: one competitor site (apnakhetapnarozgar.com) claims the Punjab scheme has been superseded by the federal 9771 scheme. We found no official or press source confirming or denying this — the claim is unverified. Treat the Punjab scheme’s current status as uncertain and verify through helpline 1000 before relying on it.
For background on the provincial angle, see also our Maryam Nawaz petrol subsidy post and the Punjab fuel subsidy petrol pump list 2026.
The two schemes side by side

| Federal 9771 scheme | Punjab “Maryam Ko Batayen” | |
|---|---|---|
| Channel | SMS to 9771 | Mobile app / portal / helpline 1000 (competitor-reported) |
| Run by | Federal government (press-reported) | Punjab government (competitor-reported) |
| Vehicles | Bikes, rickshaws, Qingqis (no cc cap) + cars up to 800cc (press-reported) | Bikes/rickshaws, reportedly in owner’s name, 70–150cc — each point unverified |
| Benefit | Rs100 off per litre (press-reported) | No confirmed figure in any verifiable source |
| Quota | 20L/month bikes (4 × Rs500 tokens); 30L/month cars (press-reported) | No confirmed figure in any verifiable source |
| Official contact | 9771 helpline; pmfuelrelief.pk (press-reported) | mkb.punjab.gov.pk; helpline 1000 (competitor-reported — unverified) |
Can You Use Both? Dual Eligibility Explained
This is the question no competitor answers — and the honest answer is that no official or press source addresses whether one vehicle or person can claim relief under both schemes.
Here is what that means for you in practice:
- Register one vehicle once. Do not register the same vehicle under both schemes until the government officially clarifies combinability — double registration risks one or both being flagged.
- The federal 9771 scheme is the confirmed, active option. It is officially announced, press-covered, and operational. If you must pick one, pick this.
- The Punjab scheme’s status is itself disputed (see above). Confirm it is still running via helpline 1000 before treating it as an alternative.
- Ask the official channels: the 9771 helpline can confirm whether a vehicle already registered federally can also join the provincial scheme. If you get an answer, ask for it in writing (SMS confirmation).
How to Register via 9771 SMS (Federal Scheme, Works in Punjab)
Step-by-step registration
Send the SMS from a SIM registered in your own CNIC name. Type exactly:
REG [13-digit CNIC] [vehicle number plate, no spaces] [province code] [registration date as DDMMYYYY]
Illustrative format example (use your own real details, never someone else’s):
REG 3520212345671 LEB214560 P 02092026
The breakdown: REG, then your 13-digit CNIC, then the number plate exactly as on the documents with no spaces, then the province code (use P for Punjab), then the vehicle’s registration date from your documents or smart card, written as eight digits (press-reported, Dialogue Pakistan citing the IT Minister).
Send it to 9771. The registration SMS has been free of cost since 17 September (press-reported, Profit) — if your network still deducts balance for 9771 messages, keep the deduction message as proof and report it on the helpline. Wait for the confirmation reply before doing anything else.
For the full walkthrough with error fixes, see our petrol subsidy registration guide.
Province codes
Use the code of the province where the vehicle is registered, not where you live (press-reported, Dialogue Pakistan). For Punjab registrations, the code is P.
| Code | Province / Region |
|---|---|
| P | Punjab |
| S | Sindh |
| K | Khyber Pakhtunkhwa |
| B | Balochistan |
| I | Islamabad |
| G | Gilgit-Baltistan |
| A | Azad Jammu and Kashmir |
A common Punjab mistake: using the province of your CNIC instead of the province of the bike’s number plate. See the complete 9771 province code guide.
Getting your fuel token (TOK)
Registration alone does not give discounted petrol. Before each pump visit, send TOK to 9771, show the token SMS to the pump operator, and the operator verifies it before applying the Rs100/litre relief.
Quota mechanics (press-reported, Dawn): bikes originally received 5-litre weekly tokens and cars 10-litre tokens every 10 days. In the 20 September revision, the 5-litre minimum was abolished — bikes now get flat Rs500 tokens, 4 times a month (20 litres/month total).
Token validity — unverified: YouTube creators claim tokens are valid 7 days for bikes and 10 days for cars. No press or official source confirms this, so treat it as unverified and use each token promptly.

Full token walkthrough: 9771 token guide.
Note: there is no published list of pumps that accept 9771 tokens — no reliable one was found in research. Ask the operator before fuelling whether tokens are accepted, and keep your receipt.
How to Register via Maryam Ko Batayen (Punjab Scheme)
Everything in this section is competitor-reported and unverified — no official or press source we found confirms the current steps or the scheme’s status. Verify on helpline 1000 before acting.
Method 1: The Maryam Ko Batayen app
Download only the official app from the official store listing — clones exist (see Scams below). Per a governmentschemes.pk walkthrough (unverified), the flow asks for your CNIC, bike registration details, and an OTP verification. We could not independently verify the official store listing or these steps.
Method 2: The portal mkb.punjab.gov.pk
The provincial portal is mkb.punjab.gov.pk — use it instead of the app if you prefer a browser. Note: lookalike domains exist; mkbportal.pk, for example, is an independent site and not the official portal (verified live via its own disclaimer).
Method 3: Helpline 1000
The free helpline 1000 (competitor-reported) is the best option if you do not have a smartphone. Use it to ask two things: whether the scheme is still running, and which registration channel currently works.
Eligibility: Federal vs Punjab, Line by Line
Federal 9771 scheme (each point source-labelled):
- Vehicles: motorcycles, rickshaws, Qingqis and 3-wheelers with no engine-size cap, plus cars with engines up to 800cc (press-reported, government announcement).
- Vehicle age: registered on or after 1 January 2006 (press-reported, Daily Sabah). Anything older is excluded.
- SIM rule: send from a SIM registered on the applicant’s own CNIC (aggregator guidance — this does not appear in verified official text, but every working walkthrough assumes it).
- Ownership: the own-name ownership requirement was dropped for 2/3-wheelers on 20 September (press-reported, Al Jazeera). Competitor guides disagree on how strictly the CNIC must match excise records — verify at registration.
- Income: no income limit appears in any official announcement (flagged by apnakhetapnarozgar.com — unverified). Do not pay anyone who promises to “approve” you.
- One vehicle per CNIC (per Enterseen’s competitor guide — unverified).
Punjab scheme (all competitor-reported — each point unverified): bike or rickshaw reportedly must be in the owner’s name; engine size reportedly 70–150cc; Punjab registration reportedly required. We found no official or press confirmation of any of these.
Registration Not Working? Troubleshooting
| Problem | What to check |
|---|---|
| “Registration Failed” reply | Re-check your CNIC digits, that the SIM is in your own name, the exact plate number (no spaces), province code P, and the DDMMYYYY date from your documents. Fixes: CNIC not matching · 9771 SMS not working |
| No reply at all | Check network coverage; the SMS is free since 17 September — if balance was deducted, keep the proof and report it. Retry once, then call the helpline. Fix: 9771 SMS not working |
| TOK sent, no token back | Confirm your REG was accepted first — TOK only works after successful registration. Wait and retry once. Fix: token not received |
| Pump refused the token | Ask the operator to verify the token on their system; keep your receipt; complain via the routes below. |
For the detailed registration fix walkthrough, see petrol subsidy registration online and PM petrol subsidy registration.
How to Complain Officially
If the SMS process itself is difficult — Karachi residents told lhrtimes.com they spent days trying to complete registration — the helplines below are the plainest route; you do not have to figure everything out over text messages.
- 9771 helpline — 24-hour line for registration and pump complaints (press-reported).
- 24-hour control room at the Ministry of IT and Telecommunication (press-reported, Business Recorder).
- PAK App → “Fuel Complaint” flow (press-reported, TechJuice; steps not independently verified).
- 9772 — reported as the line for petrol-pump staff/owners on scheme matters (unverified).
Scams to Avoid
- Fake apps and portals. Only the official store listing and mkb.punjab.gov.pk are legitimate channels for the Punjab scheme. mkbportal.pk is an independent site, not the official portal (verified live via its own disclaimer; it also carried injected spam links when checked).
- The 5566 myth. One site (znk.com.pk) claims the registration SMS goes to 5566 — this contradicts the entire 9771 consensus. Do not send your details to 5566.
- Fee-charging agents. Registration is a free SMS you send yourself. Never pay anyone promising to “approve” your application.
- OTP phishing. The IT Minister has warned beneficiaries against sharing OTPs (press-reported, Business Recorder). Never share your CNIC, token SMS, or OTP with anyone claiming to help.
9771 vs 8171 vs 8070 — Which Number Is for What
| Number | What it is for |
|---|---|
| 9771 | PM Fuel Relief Scheme — petrol subsidy. REG for registration, TOK for fuel tokens. |
| 8171 | BISP / Ehsaas programme — a different government support scheme, no petrol link. |
| 8070 | Ramadan relief package — an older, separate relief programme. |
Sending your vehicle details to the wrong number will not register you for fuel relief.
Latest Updates Log
Reverse-chronological, maintained as new briefings arrive:
- 10 Oct 2026 — Petrol at Rs398.30/L under daily pricing (Petroleum Division notification, press-reported 9 October); the Rs100 relief still applies, so the effective price for beneficiaries is Rs298.30/L.
- 4 Oct 2026 — Petroleum Minister states 9M+ people benefiting (Arab News via Radio Pakistan; a minister’s statement, not an independently audited count).
- 20 Sep 2026 (reported) — 5-litre-per-token minimum abolished; SMS charges abolished; bike/rickshaw age cutoff extended to 1 January 2006 (Pakistan Today).
- 13 Sep 2026 — PM announces the PM Fuel Relief Scheme (Tribune).
FAQs About Petrol Subsidy Registration Online punjab
Can I use both the 9771 scheme and the Punjab Maryam Ko Batayen scheme for the same vehicle? No official or press source addresses this. Register the vehicle once under the federal 9771 scheme and do not double-register until combinability is officially clarified.
Can I register two bikes on one CNIC? This is unanswered everywhere — no official or press source addresses two vehicles on one CNIC. The only guidance available (a competitor guide, unverified) mentions one vehicle per CNIC. Register one vehicle per CNIC to be safe.
What happens to quota I don’t use in a month? It is lost — unused quota is not carried over to the next month (pakgaari.com).
Is diesel covered by the 9771 scheme? No. The federal 9771 scheme covers petrol only.
My car is over 800cc. Am I eligible? No. Cars above 800cc are excluded from the federal scheme; only bikes, rickshaws, Qingqis (no cc cap) and cars up to 800cc qualify.
How long will the scheme run? The Petroleum Minister mentioned the relief could run up to 10 months (press-reported, tradersunion). That is a stated intent, not a guarantee — the duration depends on prices and funding.
I live in Punjab but my bike is registered in another province. Which code do I use? Use the code of the province where the bike is registered, not where you live — e.g. S for a Sindh-registered plate (press-reported, Dialogue Pakistan).
