9771 SMS Guide: Register, Get Your Token, Fix Failed Registration

9771 is a federal SMS short code. It belongs to the Prime Minister’s Special Fuel Relief Scheme. People also call this the PM Fuel Relief Scheme or the Fuel Pass System. Prime Minister Shehbaz Sharif launched it on 13 September 2026.

9771 Petrol Subsidy 2026 scheme gives Rs 100 off each litre of petrol. It covers motorcycles, rickshaws, Qingqis, and cars up to 800cc. It does not cut the board price for every car. It does not cover diesel.

You register once. You send REG plus your details to 9771. Before you fuel, you send TOK. The reply is your fuel-relief token. You show that token at the pump.

Who runs the system

The Ministry of IT and Telecommunication built the Fuel Pass. Federal IT Minister Shaza Fatima Khawaja explained the SMS steps in public briefings.

Three checks run in the background:

• NADRA matches your 13-digit CNIC.
• PTA checks that your SIM sits on that CNIC.
• Provincial Excise matches your number plate and registration date.

OGRA still sets the weekly petrol price. 9771 only applies the Rs 100 relief inside your monthly cap.

9771 is not every “subsidy number” on WhatsApp

Pakistan has many short codes. Mix them and your SMS fails. Or a fraudster takes your CNIC.

What you should remember

Send subsidy texts only to 9771. Use a SIM in your own name. Do not pay anyone to “activate” your CNIC. Do not treat 8171, 1000, or a chat agent as the same service.

Latest rules (19 September 2026)

The government changed the Fuel Pass rules on 19 September 2026. Old posts still say “5 litres per token.” Use this block instead.

Prime Minister Shehbaz Sharif widened the two- and three-wheeler net. Motorcycles, rickshaws, and Qingqis registered on or after 1 January 2006 now qualify. That covers bikes up to about 20 years old.

He also eased the weekly bike rule. You no longer need a fixed 5-litre fill for every token. Each bike token now carries a Rs 500 credit. IT Minister Shaza Fatima Khawaja gave a simple example. If 2 litres cost Rs 780, you pay Rs 280 after the token. You can still take four tokens a month. Each token stays valid for 7 days.

Deputy Prime Minister Ishaq Dar’s steering committee approved SMS redemption for stations with no internet. AJK, Gilgit-Baltistan, and the provinces must list those pumps. Registration on 9771 continues nationwide.

The Prime Minister also made the registration SMS free on 17 September. If a network still deducts balance, you likely texted the wrong number.

Diesel stays off this scheme. Aaj and other official explainers stated that clearly at launch. Do not send REG for an HSD truck and expect a token.

Parliamentary Affairs Minister Tariq Fazal Chaudhry said about 24 million people sit in the beneficiary pool. That figure describes coverage, not guaranteed tokens. You still need a clean REG match and a pump on the system.

Quick check before you text

• You want petrol, not diesel.
• Your 2-/3-wheeler file starts on or after 1 January 2006.
• You plan a TOK when you need the Rs 500 or Rs 1,000 credit.
• You send that SMS to 9771 only.

Who can register

The Fuel Pass targets small vehicles. It does not target every car on the road. Check this list before you send REG.

You can register if all of these match

• You ride a motorcycle, rickshaw, Qingqi, Chingchi, or another 2-/3-wheeler.
• Or you own a car, loader, or pickup with an engine of 800cc or less.
• You send the SMS from a SIM on your own CNIC.
• You register one vehicle on one CNIC.

IT Minister Shaza Fatima Khawaja said the system checks the SIM against PTA data. A borrowed phone fails that check.

Two- and three-wheelers also need an Excise date on or after 1 January 2006. That rule came in on 19 September 2026. Older files fall outside the new cutoff.

Vehicle models

Use the engine size on the registration book. Do not guess from the body shape.

PakWheels named Mehran, Alto, Bolan, and Every as the small cars this scheme aims to cover. A 1000cc family hatchback does not qualify.

Grey cases

Open-transfer bikes. Many 2-/3-wheelers still run on old papers. Officials allowed that slack for bikes and rickshaws. They did this because open-transfer use is common. Cars follow a harder rule. The Excise file must show your name.

Wrong city, right plate. You may live in Lahore. Your bike may still sit on a Sindh file. Send province code S, not P. The letter marks the Excise office, not your house.

Family SIM. PTA rejects a brother’s or father’s number. Switch to the SIM NADRA tied to your card. Then send REG once.

Two bikes, one CNIC. The Fuel Pass links one CNIC to one vehicle. Do not expect a second quota on the same card.

What this scheme does not ask

April blogs still talk about a Rs 50,000–60,000 income cap. Some also mention a PMT or BISP score. Those filters belong to older provincial write-ups. The federal 9771 process does not ask for income papers. It does not ask for a BISP score. It matches CNIC, SIM, plate, province letter, and date.

Diesel vehicles stay out. So do large petrol cars.

If your model sits in the “usually not” column, skip REG. Save the SMS. Next: the exact REG line, province codes, and the date format that passes the check.

How to register on 9771 (REG)

Registration takes one SMS. You send it from home. You do not visit an office. You do not install an app.

Use the phone whose SIM sits on your own CNIC. PTA rejects a borrowed number. Minister Shaza Fatima Khawaja made that check explicit.

Five facts to copy first

1. Open the SIM that NADRA tied to your card.
2. Write your 13-digit CNIC with no dashes.
3. Write the plate with no spaces and no dashes. If that fails, copy the book exactly and try once more.
4. Add the province letter for the Excise file, not the city where you sleep.
5. Write the registration date as DDMMYYYY first.

Radio Pakistan and Dawn both describe this four-part message. CNIC has no dashes. The plate has no gaps. The letter marks the registering province. Then comes the date.

After you send REG

• A confirmation SMS means you are in. Stop REG.
• No reply for 30 to 60 minutes means wait. Do not fire ten versions.

Registration is one-time. You do not send REG every week.

How to get cheap petrol (TOK)

TOK means token. It is the second 9771 command. REG only puts you in the system. TOK unlocks the Rs 100 relief at the pump.

Do not send TOK before REG succeeds. Do not send it on a day your city is still offline. Islamabad started on 15 September. The rest of the country started on 17 September. Early TOK texts often came back as “invalid command.”

Five steps at the pump

1. Confirm your REG SMS first.
2. Stand at or near the station. Send TOK to 9771 from the same SIM.
3. Wait for the token SMS. Keep that message open.
4. Show it to the attendant. Watch the meter.
5. Pay the bill minus the token credit.

IT Minister Shaza Fatima Khawaja told riders to check the pump display. A bike token should cut Rs 500. A car token should cut Rs 1,000. On 19 September she also described a revised bike token as a Rs 500 credit, not a locked 5-litre pour. Ask the attendant which rule the terminal uses that day.

When to send TOK

The token SMS usually shows a number, your plate, the relief, and the expiry. Read that line before you fill.

If TOK fails

Send HELP to 9771. If the menu still hides TOK, your REG is not live yet. Wait. Send REG only if you never got a confirmation. Do not spam TOK in the queue.

PML-N and ministry clips also say this: the government will not call you for the token. It will not ask for it on WhatsApp. Anyone who wants that number in chat is not official.

Unused credit does not pile up as extra next month. Use the token inside the window on the SMS.

What to do at the pump

A live token still needs a live station. Many riders cleared REG. Then PSO or a local pump said no. That complaint showed up in Karachi, Sialkot, and small Sindh towns in the first days.

Pick a station on the system

Use a pump that joined the Fuel Pass. Big names include PSO, Shell, and Total. Many independent dealers also sit on the list. Diesel-only sites do not. Closed sites do not.

Ishaq Dar told provinces to add every open petrol pump and drop dead or diesel-only points. Ask once: “Do you take the 9771 token?” If the staff look blank, move to the next station.

Use the desk if you see one

Prime Minister Shehbaz Sharif ordered facilitation desks at pumps. Those desks mix local officers, volunteers, and pump staff. Use them when the attendant stalls on the SMS.

No internet at the pump

Some towns have no data on the terminal. On 19 September the steering committee allowed SMS redemption for those sites. AJK, Gilgit-Baltistan, and the provinces must file that pump list. If the screen is down, ask staff to clear the token by SMS. Do not hand your phone to a stranger outside the booth.

If the pump refuses

Write down the pump name, city, time, and brand. Keep a screenshot of the token. Send feedback to 9771. Officials pointed the public to that same code for queries.

Do not pay an “agent” at the gate. Nobody can buy you a better quota. The State Bank told the committee it was settling dealer claims the same day. That payment track is the government’s problem, not your extra cash.

Karachi and late towns

Nationwide redemption started on the night of 16–17 September. Islamabad started two nights earlier. A 16 September helpline line that “Karachi is not on the scheme” matched the clock, not a city ban. If a Karachi or tehsil pump still refuses after that date, treat it as a station gap. Try another pump. Log the name.

9771 errors and exact fixes

Most failed texts have one bad field. Fix that field. Send one new SMS. Do not spray five formats in two minutes.

9771 did not read a known command. Users also get the English twin: “Invalid command. Send HELP.”

Common causes: you skipped REG. You used extra spaces. You wrote reg or Tok. You sent TOK before REG cleared.

Send HELP. Read the menu. Then send one REG line with single spaces. Party clips that drop the word REG trigger this error.

Excise did not match the plate and letter. Facebook threads repeat this exact SMS.

Strip spaces and dashes from the plate. Use the letter for the file, not the city where you live. A Lahore rider with a Karachi book sends S, not P. Resend once.

No reply for hours

Daily Pakistan reported the same pile-up after launch. Reddit users said REG never came back. The gateway was busy, not always “you failed.”

Wait. Give it up to 24 hours. Do not send ten versions. Repeat REG only after you change one field.

Already registered / other number

A second SIM told some riders the vehicle already sits on another number. That match is real. The first phone owns the file.

Open that first SIM. Send TOK from it. Do not keep sending REG from the new phone.

You wrote “Punjab”, “Sindh”, or a city name. Or you used home instead of Excise.

Send only I, P, S, K, B, A, or G. One letter. Then the date.

Date rejected

News sites disagree on the date shape. Some official notes use DDMMYYYY with no slashes. Some explainers print DD/MM/YYYY.

Try 15082020 first. If 9771 still rejects it, try 15/08/2020. Copy the date from the smart card, not from memory.

Fix one row. Send one SMS. If it still fails, move to savings only after a confirmation lands.

How much you save

The relief is Rs 100 on each subsidised litre. It is not a new board price. The pump sticker stays high. The token knocks Rs 100 off the litres inside your cap.

Math:

• 20 × 100 = Rs 2,000
• 30 × 100 = Rs 3,000

You do not get that sum in cash. You get it as cheaper petrol.

What one fill looks like

Dawn put petrol near Rs 380 a litre when the scheme went nationwide. Your token still cuts Rs 100 off each eligible litre. A litre then costs about Rs 280 inside the quota. Litres above the cap stay at the full pump rate.

A bike token now carries a Rs 500 credit. Four of those tokens reach the Rs 2,000 month cap. A small-car token still tracks about Rs 1,000 on 10 litres. Watch the meter. Confirm the cut on the bill.

Quick sum: litres you claim × 100 = saving that month. Stop at four tokens a month for a bike. Stop at 30 litres for an 800cc car.

What you do not get

Unused litres do not have a confirmed rollover. Treat leftover quota as gone at month-end. Do not bank a token for later and assume extra next month.

Diesel gets Rs 0 from this scheme. A 1000cc car gets Rs 0.

Timeline and cost to government

9771 did not appear overnight. Two stories sit on Google at once. This timeline keeps them apart.

April 2026. WhatsApp pushed a fuel-quota SMS to 9771. PakWheels tested it and got no official reply. The site told readers to wait. Treat those April posts as rumour, not this scheme.

June 2026. Global oil prices fell. The government wound down an earlier subsidy round. That cutoff is not the September Fuel Pass.

13 September 2026. Prime Minister Shehbaz Sharif announced Rs 100 off each litre of petrol for small vehicles. Middle East supply shocks had pushed pump prices up again.

14–15 September. Islamabad started first. Registration on 9771 opened with the REG and TOK commands.

16–17 September. The rest of Pakistan, AJK, and Gilgit-Baltistan joined. Token redemption began that night.

17 September. The Prime Minister made the registration SMS free. Networks had charged about Rs 1.40 before that order.

19 September. He widened two- and three-wheeler files to 1 January 2006. He eased the old 5-litre token cap. The steering committee allowed SMS redemption at pumps with no internet.

What it costs the state

Petroleum Minister Ali Pervaiz Malik put the bill near Rs 25–30 billion a month. A 10-month run could approach Rs 300 billion. The ECC approved Rs 75 billion for the first phase.

Parliamentary Affairs Minister Tariq Fazal Chaudhry said about 24 million people sit in the pool. That is the target group, not a count of successful TOK fills.

The federal government pays the relief. Dealers claim reimbursement through the State Bank. You still pay the pump. The token only cuts your bill.

Scams and fake sites

Fraud started the same week as REG. The real process costs Rs 0. Anyone who adds a fee is selling a lie.

Minister Shaza Fatima Khawaja said the state will not ask for extra personal data. It will not charge a registration fee. The government will not hunt your token on WhatsApp or a phone call.

Refuse these asks

• A “processing” fee
• An OTP
• A CNIC photo or front-back scan
• A Play Store app named “Petrol Subsidy App 2026”
• A second mobile number from a “helper”

WhatsApp agents

Chats that say “I will register you” want your CNIC and a payment. Close them. A broker cannot raise the four-token or 30-litre cap. A broker cannot force a pump to take a token.

Fake price videos

Some clips say petrol now costs Rs 280 a litre for everyone. That is wrong. The board price stayed high. The token knocks Rs 100 off eligible litres only. Dawn still showed petrol near Rs 380 at rollout. Your bill falls only after TOK.

Wrong short codes

8171 serves BISP. 1000 serves Punjab helplines. Neither one is the federal Fuel Pass. A mix-up wastes a text. It can also land your CNIC in the wrong inbox.

Send REG and TOK only to 9771. Keep the token on your own phone.

Federal 9771 vs Punjab / Sindh schemes

Pakistan ran more than one fuel promise in 2026. Mix the doors and the SMS fails.

9771 is the federal Fuel Pass. You register with REG. You collect a TOK. You show that token at a petrol pump. The cut is Rs 100 a litre on petrol. The federal government pays the dealer. This track covers all provinces, AJK, and Gilgit-Baltistan.

Punjab 1000 and Maryam Ko Batain sit on another track. Helpline 1000 and mkb.punjab.gov.pk belong to older Punjab relief work. They do not issue the federal token. A Punjab rider still sends province letter P to 9771 for this scheme. Do not text an MKB password to 9771. Do not paste a 1000 complaint ID into the REG line.

Sindh’s earlier bike cash talk is not this token. Some 2026 Sindh notes spoke of bank transfers for bikers. That path used Excise files and accounts. It does not replace TOK at the pump. A Karachi plate still needs letter S on 9771.

Use this split

April blogs glued these doors together. They added income caps and app-only myths. Ignore that mix for this scheme.

You need one live REG on 9771. Punjab or Sindh paperwork does not skip that SMS.
