Which 9771 Scheme Are You Using?

Two different fuel subsidy schemes exist in Pakistan right now. Punjab launched its own bike subsidy in April 2026. Chief Minister Maryam Nawaz announced it directly on X. It runs through the “Maryam Ko Batayen” app and helpline 1000.

The federal PM Special Fuel Relief Scheme launched in September 2026. Prime Minister Shehbaz Sharif announced it for the whole country. It runs entirely through SMS to 9771.

Heavy demand overwhelmed the system in its first days. Pakistan Today reported the Islamabad system received over 600,000 SMS messages by Monday afternoon. Only 42,933 of those turned into confirmed registrations.

This backlog explains most delivery failures. Your phone and SIM likely work fine.

Fix: retry during off-peak hours, like early morning. Confirm you have SMS balance. Wait a few hours before sending again.

“Invalid Command” and Format Mistakes

The system needs an exact format. IT Minister Shaza Fatima Khawaja confirmed applicants must send their CNIC, vehicle number, province, and registration date in one message, using a SIM registered in their own name, according to Daily Pakistan.

Extra spaces, dashes, or a wrong date format break this instantly.

Fix: type REG, then CNIC, plate, province code, and date as DDMMYYYY. Use one space between each part. Skip all dashes.

CNIC and Identity Mismatches

Your details must match your official vehicle record exactly. If something doesn’t match, the system sends a message asking you to correct it, Khawaja told reporters, as covered by Daily Pakistan.

This usually happens when NADRA records and Excise records disagree on spelling or details.

Fix: visit your local Excise office. Ask them to align your record with NADRA before you resend the SMS.

Vehicle Ownership and SIM Issues

Your SIM must be registered under your own CNIC, not a family member’s, per Geo News. Car owners must be present at the pump in person. Bike and rickshaw owners don’t need this.

Fix: complete biometric SIM verification at any telecom shop. For a car, confirm you’re the listed owner before registering.

Token and Pump Errors

A token gets rejected for a few reasons. You may have misread a digit, or the token expired unused. You also can’t request a new token while an old one is still active — Pakistan Observer confirms you must use it or let it expire first.

A separate problem is emerging too. At launch, some dealers refused valid tokens over reimbursement terms, Dawn and ProPakistani reported. That dispute eased after dealers agreed to join on 17 September.

Fix: re-check all 10 digits carefully. If your token is genuinely expired, send TOK again. If a pump refuses a valid token, report it to 9771 and try another station.

Scheme-Confusion Errors

Some errors aren’t technical at all. They happen when someone uses Punjab scheme steps for the federal system, or the other way round.

Calling 1000 won’t register you for the federal scheme. Texting REG to 9771 won’t work for Punjab’s app-based process.

Why 9771 Failed at Launch (Status Update)

The 9771 system launched straight into massive demand. Registration attempts flooded in by the hundreds of thousands within days, Pakistan Today reported.

The government responded fast. It made the registration SMS free, on the Prime Minister’s direct orders, per APP. Officials set up a 24-hour control room to track problems as they happen, Tezkhabar News reported. PM Shehbaz Sharif also ordered facilitation desks at petrol pumps, Aaj English TV confirmed.

A separate dispute slowed things down at launch. Petroleum dealers first rejected the scheme over reimbursement terms, Dawn and ProPakistani reported. Some dealers threatened to shut pumps entirely rather than sell subsidized fuel, Aaj English TV added. The government called an emergency meeting to resolve it.

Protect Yourself From 9771 Scams

Only two numbers are real: 9771 for citizens and 9772 for pump owners. Nothing else is official.

The government never asks for extra information beyond your first SMS. Officials confirmed this clearly. Shaza Fatima urged citizens not to share their CNIC or personal data with anyone claiming to help them register, Geo News reported. The government won’t ask for more data or charge any fee, she added.

Fraud attempts are already happening. Officials warned citizens against people posing as scheme representatives who ask for money or OTPs, Aaj English TV reported. Never share an OTP with anyone, even someone claiming to represent the scheme.

Watch out for fake registration websites too. Some circulate unverified SMS instructions that have nothing to do with the real scheme, Daily Independent reported. Stick to 9771 directly. Don’t click links from unknown numbers promising faster registration.

If someone asks for a fee to register you, it’s a scam. Registration and tokens are always free.

Province-Specific Notes

Islamabad — First to launch, from midnight on September 14–15. It absorbed the heaviest initial load and drew the most complaints (see the status update above for details).

Punjab — Federal rollout began September 16–17, same as the rest of the country. Remember, this is separate from Punjab’s own April 2026 bike scheme covered earlier.

Sindh — Rollout began September 16–17, covering Karachi and the rest of the province. No distinct complaint pattern has been reported yet.

Is 9771 real or fake?
9771 is the real, official number for the federal fuel relief scheme. PhoneWorld tested it directly and received a genuine confirmation reply. Ignore any other number claiming to register you.

Can I use 9771 for two vehicles?
No. Each CNIC can register only one vehicle under the scheme. Choose the vehicle you use most, then register that one.

What if my token expires before I use it?

Do I need to register every month?
