Maryam Nawaz’s Petrol Subsidy raised petrol prices by 43% and diesel by 55% in early April, Dawn reported. The next day, Chief Minister Maryam Nawaz Sharif announced relief. Bike owners could buy 20 litres a month at Rs100 less per litre. Public transport became free, and wheat farmers got a diesel subsidy.

Bikers registered through helpline 1000, the Maryam Ko Batayen app, or the web portal. More than eight million had signed up by mid-April, the Express Tribune reported, citing.

May Changes: Fee Waivers and an Extension

The subsidy required bikes in the owner’s name. So Punjab Excise waived transfer and registration fees from April 6 to May 5. The Prime Minister extended the motorcyclist subsidy by one month on April 30. On May 12, Maryam Nawaz scrapped the transfer fee for bikes up to 150cc.

June 22 Withdrawal: Why the Punjab Petrol Subsidy Ended

A US-Iran peace deal reopened the Strait of Hormuz. The government then cut petrol by Rs74.28 a litre. On June 22, the National Steering Committee on Fuel Subsidy met under Deputy Prime Minister Ishaq Dar. It said falling global prices had already reached consumers. The committee agreed to withdraw the subsidy, The News reported.

September Revival: A New Federal Scheme

Fuel prices then rose again amid renewed Middle East tensions. On September 13, Prime Minister Shehbaz Sharif launched a new Rs100-per-litre relief scheme. Maryam Nawaz welcomed it the next day and thanked PML-N president Nawaz Sharif.

The PM Special Fuel Relief Scheme at a Glance

The Prime Minister’s Special Fuel Relief Scheme lowers petrol costs for small vehicles. It does not cut the pump price for everyone. Eligible users get Rs100 off every litre, up to a monthly limit. The relief covers petrol only. It does not cover diesel, Aaj News reports. You pay the normal pump price for any petrol beyond your quota.

The government changed how tokens work on September 18. For bikes and rickshaws, the Rs2,000 monthly cap stays the same. The next section explains the change.

Rollout: Islamabad First, Then Nationwide

The scheme began in Islamabad on the night of September 14–15. It reached the rest of Pakistan on the night of September 16–17. That includes Azad Jammu and Kashmir and Gilgit-Baltistan, Dawn reported.

You reach the Rs2,000 cap through several Rs500 token redemptions. Parliamentary Affairs Minister Tariq Fazal Chaudhry says about 24 million people now benefit.

Outdated Guides: What to Ignore

Many guides still show the old rules. Skip any page that lists five-litre tokens. Skip any page that says bikes need a 2011 registration or later. Those details are outdated. Always check the update date on a guide before you trust it.

Who Is Eligible for the Petrol Subsidy?

Four checks decide your petrol subsidy eligibility. Pass all four, and you can register. Miss one, and the system may reject your SMS.

1. Vehicle Type

Motorcycles, rickshaws and Qingqis qualify. So do other two- and three-wheelers. Cars with engines up to 800cc also qualify, Dawn reported. That makes this an 800cc car petrol subsidy as well.

Government information material names the Suzuki Mehran, Alto and Bolan, Business Recorder reported. PakWheels adds the Suzuki Every and Japanese 660cc kei cars.

Do not go by the model name. Check the engine capacity on your registration document.

2. Registration Date

Your bike, rickshaw or Qingqi needs a registration date on or after January 1, 2006. Pakistan Era, citing the portal, says cars face the same cutoff. Older vehicles do not qualify.

3. Owner vs User

Bike and three-wheeler riders do not need to be the registered owner. Users can apply, the Express Tribune reported. IT Minister Shaza Fatima said many riders use vehicles under open transfer letters or informal deals. So an open letter bike can qualify.

Cars work differently. Only the registered owner can apply. Pakistan Era adds that the portal requires the owner at the pump.

4. SIM on Your Own CNIC

Register from a SIM issued on your own CNIC. The system checks it against Pakistan Telecommunication Authority data, the Tribune reported. A relative’s SIM will not work.

The scheme also matches CNIC, vehicle and phone details to block duplicate claims. An ECC proposal, PakWheels reports, allows one vehicle per user.

How to Get a Petrol Relief Token and Fill Up

You register once. After that, you need a fresh token each time you want cheaper petrol. The process takes four steps, and you can do the first two from home.

Step 1: Send TOK to 9771

Text the word TOK to 9771 from the SIM you registered with. IT Minister Shaza Fatima said this triggers your token, and you send it whenever you need subsidised petrol.

Step 2: Receive Your Token

The system replies by SMS with a token number. Petroleum Minister Ali Pervaiz Malik said you can generate it at home. You then use it at any petrol pump. Every token expires, so fill up before your validity window closes. Section 3 lists the current limits.

Step 3: Show the Token at the Pump

Give your token number to the pump attendant. Pakistan Era, citing the official portal, says the attendant enters your vehicle number and token number into a mobile app. The app verifies both. Your token works only for the vehicle you registered.

Step 4: Pay Rs100 Less Per Litre

Once the app confirms your token, the pump applies the discount to your bill. Petrol prices change, but the Rs100 discount stays fixed. You then receive a confirmation SMS recording the fill.

Check your bill before you leave. Fatima urged users to confirm the litres they received. Also confirm the pump deducted the discount.

What to Do If a Pump Refuses Your Token

Some pumps turned riders away on day one. Many declined the digital app, saying they lacked the system to give Rs100 off, Dawn reported. Parliamentary Affairs Minister Tariq Fazal Chaudhry admitted early problems with how pump owners get paid. He says talks with the All Pakistan Petroleum Dealers Association fixed them.

The fixes continue. On September 19, Deputy Prime Minister Ishaq Dar ordered every open, operating station onto the system. The committee also approved token redemption by SMS at stations without internet.

If a pump refuses your token, take these steps:

  1. Ask the attendant if the pump is on the relief system.
  2. Try another pump nearby.
  3. Note the pump name, city, time and token number.
  4. Call 9771 to file a petrol relief complaint. Say: “My token is active. This pump refused it.”

Petrol Subsidy Scam Alert: How to Spot a Fake

Scammers follow every relief scheme. Fake petrol subsidy offers now spread on social media.

IT Minister Shaza Fatima issued a warning on September 14. The government will not call, WhatsApp or text you to demand money, an OTP or a code. It will not ask for extra data or charges either.

Ignore these false claims:

  • “Register at 786.” Registration is by SMS to 9771.
  • “Call 1000.” That was Punjab’s helpline for the April scheme. The September scheme uses 9771.
  • “Income limits” or “BISP checks.” Official announcements list no income test.
  • “Cash in your account.” You get a discount at the pump, not cash.
  • “Show your QR code.” Officials describe a token number for the attendant.

Protect yourself:

  • Never share OTPs, PINs or bank details.
  • Never post your CNIC or phone number in comments.
  • Type the government’s site, pmfuelrelief.pk, yourself. Lookalike domains are common.

The June 22 withdrawal covered all four provinces, Gilgit-Baltistan and AJK. Yet the AJK fuel subsidy portal is still online. Confirm its status before you apply. Its rules stay strict: AJK residents only, and no four-wheelers.

Why the Government Chose Targeted Relief

Fuel prices in Pakistan have climbed sharply since July. Petrol rose from Rs299 on July 1 to Rs371 by September 11, the Petroleum Division said. OGRA’s latest notification set it at Rs391.22 from September 17. Dawn links the surge to the US-Iran war and the Strait of Hormuz crisis. Threats to Bab al-Mandab, a key Saudi oil route, add pressure.

The government kept the petroleum levy in place. Petroleum Minister Ali Pervaiz Malik says the levy is Rs78 a litre, plus a Rs5 carbon surcharge. In all, taxes and duties add Rs114 to each litre, Dawn reports. Malik argues that Rs100 in targeted relief helps more than removing the levy.

That makes this a targeted subsidy. It helps riders and small-car owners, not every driver. The Economic Coordination Committee (ECC) approved Rs75 billion on September 14. That covers three months and about 11.8 million users, per the Petroleum Division’s estimate.

Malik also promises transparency. OGRA now publishes every price component online, in English and Urdu. He says the government will pass any future price fall on in full.
