The Official Rule

To register for the PM fuel subsidy through 9771, you must send the SMS from a SIM registered in your own name and linked to your CNIC.

That is the rule from IT Minister Shaza Fatima Khawaja. She stated it in her scheme briefing around 14–15 September 2026 (reported by ARY News, TheNeutral.pk, and Aaj TV English). She added that incorrect SIM details or wrong vehicle information can lead to rejection.

So the check is simple: the mobile number you use must belong to you — the same person whose CNIC goes into the SMS.

One important note: this rule is about the SIM matching the applicant’s CNIC. It is not about who owns the vehicle. The difference is explained later in this guide.

You may see social media posts claiming the SIM rule was relaxed or removed (for example, an Instagram post from 22 September 2026). Those claims contradict the minister’s official statement. Go with the official rule. For official scheme updates, visit the government portal pmfuelrelief.pk.

How to Check If Your SIM Is on Your CNIC (60 Seconds)

Before you change anything, check. PTA offers three ways to see which SIMs sit on your CNIC.

Fix 1 — Register From a SIM Already on Your CNIC

The easiest fix: use a SIM that is already yours.

  1. Check the 668 reply or the cnic.sims.pk list.
  2. Pick a SIM registered on your CNIC.
  3. Send the REG SMS to 9771 from that SIM, using the correct format from our 9771 registration guide.
  4. Wait for the confirmation reply before sending TOK.

You do not need a new SIM. You do not need to visit anyone. If you have even one SIM on your CNIC, you are ready.

Good news: the 9771 registration SMS is free of charge. The Prime Minister ordered free SMS registration around 15 September 2026 (reported by TechJuice and ARY News). So retrying from the right SIM costs you nothing.

Fix 2 — Transfer the SIM to Your Name

If the SIM you want to use belongs to someone else — a parent, spouse, or sibling — transfer its ownership to your CNIC. This is an official PTA process.

What to Carry

  • Your original CNIC
  • The current SIM owner’s original CNIC
  • The SIM itself

Both people must go together. Photocopies do not work.

The Franchise Process

  1. Visit your operator’s franchise or service centre (Jazz, Zong, Ufone, or Telenor — whichever network the SIM belongs to).
  2. Ask for a SIM ownership transfer.
  3. The staff will pull up the SIM record and start the transfer request.

The Biometric Step

Both you and the current owner verify your identity through NADRA’s biometric system (called MBVS). You place your thumb on the scanner. This links the SIM to your CNIC in PTA’s records.

Timing

Ownership transfers are usually completed the same day, according to press and operator guides. Once done, wait a short while for the record to update, then send your REG SMS to 9771 from that SIM.

The 365-Day Rule for New SIMs

One limit: a newly issued SIM cannot be transferred or given up for 365 days. This rule started on 24 May 2026 (reported by MinuteMirror, September 2026). If your SIM is less than a year old, use Fix 1 instead — register from another SIM that is already on your CNIC.

Important — SIM Rule vs Vehicle Ownership Rule

This is where most people get confused. The two rules are different:

Read that table twice. Your SIM must match your CNIC. But your bike can be in your father’s name, your brother’s name, or bought second-hand — that does not block registration for two- and three-wheelers. Do not mix the two rules up.

Edge Cases

Can I use a family member’s SIM?

No. The SIM must be on your own CNIC — the same CNIC you put in the REG SMS. Using your father’s, brother’s, or wife’s SIM will fail, even if everything else is correct. Transfer the SIM to your name (Fix 2) or register from your own SIM (Fix 1).

Ported numbers

Some users in Facebook groups (September 2026) reported failures with numbers ported from one network to another. This is user-reported, not official. If your number is ported and registration keeps failing, re-check the SIM’s registered name by sending MNP to 667, and make sure the record matches your CNIC.

The 8-SIM cap

One CNIC can hold a maximum of 8 SIMs — 5 voice and 3 data SIMs. This cap comes from the Supreme Court of Pakistan (5 November 2015). If you already have 8 SIMs on your CNIC, you cannot activate a new one until you give up an old one.

Your SIM is on your CNIC, but registration still fails

Then the SIM is not your problem. Check the other fields: the vehicle number format (no spaces or dashes), the province code (it must be the vehicle’s registration province, not yours), and the registration date. Can I register for the fuel subsidy with a SIM on my father’s CNIC?
No. The SIM must be registered on the applicant’s own CNIC. Use your own SIM, or transfer your father’s SIM to your name at the franchise.

How long does SIM ownership transfer take?
Usually the same day, according to press and operator guides. Both owners must be present with original CNICs for biometric verification.

Is the 668 SIM-check SMS free?
