Is there an official fuel subsidy app?

No. The government built registration around ordinary SMS so that people without smartphones or internet access could use it. The IT minister said the entire registration and complaint process was kept on ordinary SMS for exactly this reason.

There are three things people confuse with “the app”:

  1. The PAK App: Citizens can submit complaints about registration, tokens and fuel relief through the PAK App. It is not where you register.
  2. Play Store apps: One popular “Petrol Subsidy App” listing states that it is not affiliated with any government entity and does not provide official services or subsidy registration. Treat such apps as informational at best.
  3. Fake apps and sites: The IT ministry launched an awareness campaign against fake calls and messages sent in the name of the scheme. Never enter your CNIC or bank details into an app or website claiming to register you.

What is the PM Fuel Relief Scheme?

Prime Minister Shehbaz Sharif announced the scheme on September 13, 2026, in response to rising oil prices. It took effect in Islamabad at 12am on September 15 and in the rest of the country, including Azad Kashmir and Gilgit-Baltistan, at 12am on September 17.

By September 21, more than 2.2 million people had registered and about 1.9 million tokens had been issued.

Who is eligible?

  • Vehicle types: motorcycles, rickshaws, Qingqis, other two- and three-wheelers, and cars up to 800cc.
  • One vehicle per owner, non-commercial use: relief is limited to one vehicle per owner and framed for non-commercial users.
  • SIM in your name: the SIM must be registered on your CNIC.
  • Vehicle age: the government said motorcycles and three-wheelers registered on or after January 1, 2006 are eligible. Verify the current rule for cars on the official portal, because reports differ.
  • Ownership: for motorcycles, Qingqis and rickshaws, ownership is not mandatory if you have the relevant documents and custody. Open-transfer letters are accepted. Cars must be registered in the applicant’s own name, as ownership of an 800cc vehicle is required.

How to register (step by step)

Step 1: Gather your details. You need your 13-digit CNIC (no dashes), your vehicle registration number, the province code and the vehicle’s registration date. Copy them from your registration book or smart card rather than from memory.

Step 2: Send the registration SMS to 9771. The reported format is REG, then CNIC, plate number, province code and registration date in DDMMYYYY format. The vehicle number must be entered without spaces, and the date should be written in numbers only.

Important: Reports differ on how to write the province (first letter vs. code). Follow the exact example on the official portal, pmfuelrelief.pk, or the confirmation instructions you receive.

Step 3: Wait for the confirmation SMS. Don’t send several different versions in a row. Fix one field and resend once.

Step 4: Request a token. Before going to the pump, send TOK to 9771. Motorcycle and rickshaw users get Rs 500 off per token, with no litre limit, and car users get relief on ten litres per token. The token SMS also tells you your eligible quantity and the token’s validity period.

Step 5: Show the token at the pump. The station verifies it and applies the discount. Bikes can request a token about once a week.

Cost: The government made scheme SMS free and removed the five-litre minimum purchase, so you can claim the weekly discount even when buying less.

Why did my 9771 registration fail?

Failures are common in the first weeks, and many citizens reported failure replies or no reply even after repeated attempts. Most failures come from data mismatches. Common causes include a SIM that is not in your name, the wrong province letter, dashes in the CNIC, or a wrong date.

What if a petrol pump refuses my token?

This has been a real problem. On the first day, several stations reportedly refused to provide subsidised fuel, and the dealers’ association raised concerns about unclear payment and reimbursement procedures. Officials in Islamabad have warned stations that refusing subsidised petrol to registered citizens could lead to sealing and legal action.

What to do:

  1. Note the pump name, location, time and token number.
  2. Call 9771 to report the refusal. The government says cases where a pump refuses the relief can be reported to 9771, and pump-related complaints go to 9772.
  3. Report through the PAK App.
  4. Don’t pay anyone who offers to “fix” it.

How to spot fake apps and scams

  • The official number for citizens is 9771. Other numbers people have been told to use, such as 786 and 1000, are not the official codes.
  • An earlier viral SMS asked people to send their CNIC to 9711. That was flagged as a scam.
  • No one needs your OTP, bank details or a registration fee.
  • Old fact-checks can be outdated. A July article calling 9771 fake predates the September launch, so check dates before you trust it.

How much will you actually save?

Relief is capped by quota. At Rs100 per litre, that is up to Rs2,000 a month for two- and three-wheelers and up to Rs3,000 for small cars.

Critics note the limits. One analysis points out that a rider buying 60 litres a month saves at most Rs2,000, about Rs33 per litre across the whole purchase. It also notes the rules leave rental and shared vehicles unclear, though the government has since said rented motorcycles and rickshaws used for livelihood are covered.
