Petrol Subsidy in Sindh (2026): Rs2,000/Month Biker Guide

If you live in Sindh and ride a motorcycle, there are two different petrol subsidy schemes you should know about. The Sindh government offers petrol subsidy sindh Rs2,000 per month paid directly into your bank account through the Excise Department portal. The federal government offers Rs100 off per litre at the petrol pump when you register by SMS to 9771. This guide explains both schemes, who qualifies for each, and exactly how to register — step by step.

As of 30 September 2026, around 7.6 million Pakistanis had registered for the federal scheme, with 7.71 million tokens redeemed — Sindh alone accounted for 1.21 million redeemed tokens, the second-highest of any province after Punjab.

Which Petrol Subsidy Applies to You in Sindh?

Confusion between the two schemes is the biggest problem people face. Here is the clear difference:

Sindh Government Scheme

Federal Government Scheme (9771)

Official name

People’s Motorcycle Fuel Subsidy Programme

PM Fuel Relief Scheme

Benefit

Rs2,000/month cash in your bank account

Rs100/litre off at the petrol pump

How you get it

Register on the Excise portal: taxportal.excise.gos.pk

SMS REG to 9771, then SMS TOK before each fill-up

Who qualifies

Motorcycle owners in Sindh; bike must be in your own name

Bikes, rickshaws, Qingqis (20 litres/month) and cars up to 800cc (30 litres/month)

Documents

CNIC, bike registration, bank IBAN in your name

CNIC, vehicle number, SIM registered on your CNIC

Status (Oct 2026)

Extended May 2026; current registration status not officially confirmed

Active — rolled out nationwide Sept 16–17, 2026

Can you use both schemes? No official statement has been made about using both at the same time. Each scheme has its own registration, so in practice people register for whichever one they qualify for. If the Sindh portal is accepting applications, a Karachi or Hyderabad biker could try it; the federal 9771 scheme is open to everyone in Sindh right now.

Sindh’s Rs2,000/Month Motorcycle Subsidy (Excise Portal)

The Government of Sindh, under Chief Minister Murad Ali Shah, launched the People’s Motorcycle Fuel Subsidy Programme in April 2026. Instead of cutting the pump price, the government sends Rs2,000 directly to your bank account every month — roughly equal to 20 litres of petrol at Rs100/litre relief.

Who Is Eligible?

  • You are a resident of Sindh with a valid CNIC.
  • Your motorcycle is registered in your own name with the Sindh Excise Department. This is strict — if the bike is in someone else’s name, transfer it first (the Rs500 transfer fee was waived).
  • You have an active bank account with IBAN in your own name. The name on the bank account must match your CNIC.
  • Your mobile number is registered on your own CNIC (needed for OTP verification).
  • Only one subsidy per CNIC, even if you own more than one bike.
  • The scheme targets households with monthly income below roughly Rs60,000.

Documents You Need

  • Valid CNIC (13 digits)
  • Motorcycle registration book or smart card (in your name)
  • Active mobile number on your CNIC
  • Bank account IBAN in your name

How to Register — Step by Step

  1. Go to the Sindh Excise portal: taxportal.excise.gos.pk and open the bike subsidy / motorcycle fuel subsidy section.
  2. Enter your CNIC number and motorcycle registration number, then fill the captcha and click Check Eligibility.
  3. If eligible, your name appears. Enter your mobile number and submit.
  4. You will receive an OTP on your phone. Enter it to verify.
  5. Enter your bank IBAN (account title must match your CNIC name) and submit.
  6. Save the tracking ID you receive — you need it to check your application status.

When Will You Get Paid?

Verification takes a few days. Sindh Bank account holders usually receive the money within 24 hours of approval; other banks take up to 3 days. Payments are made by direct bank transfer — no one will call you asking for account details.

Helpline: 021-111-374-634 (Sindh Excise fuel subsidy helpline).

Is the Sindh Scheme Still Open? (Important)

The Sindh government extended the scheme in May 2026. We could not find any official announcement about its status after that date. Before relying on it, visit taxportal.excise.gos.pk and check whether new registrations are being accepted. The federal 9771 scheme below is confirmed active and open to all Sindh residents.

Federal 9771 Scheme in Sindh (Rs100/Litre at the Pump)

The federal PM Fuel Relief Scheme, announced on 13 September 2026, works across all of Pakistan — including Sindh. Instead of cash in your account, you get Rs100 off every litre when you buy petrol, using a token system on your phone.

At the 26 September official briefing, Sindh had 1,216,266 redeemed tokens — second only to Punjab’s 3,076,185. The government has removed the 5-litre per-transaction limit for motorcycles, rickshaws and Qingqi following public feedback, and removed the ownership requirement for users of rented bikes and rickshaws.

Who Is Eligible?

  • Motorcycles, rickshaws and Qingqis: Rs100/litre relief on up to 20 litres per month (maximum Rs2,000/month).
  • Cars up to 800cc (Mehran, Alto, Bolan and similar): Rs100/litre on up to 30 litres per month (maximum Rs3,000/month). The car must be registered in the applicant’s own name.
  • Vehicle age: the vehicle must be registered on or after 1 January 2006 (confirmed on the official portal, pmfuelrelief.pk).
  • You need a valid CNIC and registration must be done from a SIM registered in your own name (on your own CNIC).
  • For bikes and rickshaws, ownership in your name is not required — confirmed on the official portal. Vehicles bought on open transfer letters can qualify.
  • One vehicle per CNIC.
  • Registration is completely free — SMS to 9771 costs nothing.

How to Register — SMS Format

Send an SMS to 9771 in this exact format (spaces between each part):

REG [your CNIC] [vehicle number] [province code] [registration date]

Example for a Sindh biker: REG 4230112345678 KHI1234 S 15032020

  • CNIC: 13 digits, no dashes.
  • Vehicle number: your bike/car plate number, no spaces.
  • Province code: S for Sindh (P = Punjab, K = KPK, B = Balochistan, I = Islamabad, A = AJK, G = Gilgit-Baltistan).
  • Registration date: the date your vehicle was first registered (not today’s date), in DDMMYYYY format. This is the most common mistake — check your registration book.

You will receive a confirmation SMS when registration succeeds. Send the SMS from the mobile number registered on your own CNIC.

How to Get Your Fuel Token (TOK)

  1. Before going to the petrol pump, send TOK to 9771.
  2. You will receive a token by SMS with your relief amount and its validity period.
  3. At the pump, show the 10-digit token number to the attendant. The Rs100/litre relief is applied to your fuel purchase. Note: the quota should be used in a single transaction.
  4. Two/three-wheeler users get weekly tokens worth Rs500 each (four per month); 800cc car users get a 10-litre token every 10 days.

Important: the token is valid only for the registered vehicle. Petrol pump owners have clarified they can only give subsidised fuel against the token issued for that specific vehicle — bring the registered bike or car with you.

9771 Registration Failed? Fix These Errors

Failed registrations are the most common complaint. Here are the usual causes and fixes:

Error / Problem

Likely Cause

Fix

“Registration failed — check vehicle number and province code”

Wrong format or wrong code

Use code S for Sindh; vehicle number with no spaces; exact format REG CNIC number S date

“CNIC mismatch” / “vehicle registered to another owner”

CNIC doesn’t match Excise records

Check the vehicle registration book; make sure the SIM is on your own CNIC

No reply at all after sending SMS

Network delay or wrong recipient

Confirm you sent to 9771; wait a few hours; resend once

Balance deducted for the SMS

Old information

SMS registration is now free — if charged, it was before the waiver or a wrong number

Wrong registration date rejected

Used today’s date

Use the vehicle’s original registration date (DDMMYYYY) from the registration book

  • ‘Registration Failed’ or ‘Province Code Error’ messages: double-check your SMS format and use the correct province code (S for Sindh).
  • A vehicle already linked to another CNIC cannot be registered again.

Pump Refused Your Token? Do This

  1. Check the token: make sure it is still valid (tokens expire) and that you are at the pump with the registered vehicle.
  2. Ask politely, show the SMS: some attendants are unfamiliar — show the official token message.
  3. File a complaint: open the PAK ID app, choose “Fuel Complaint”, enter the details, attach a photo of your token, and submit — you can track it in the app. You can also call the helpline 9771 (consumers) — pump owners have their own helpline, 9772.
  4. Try another participating pump: PSO, Shell, TotalEnergies and Cnergyico stations participate, but confirm the station is part of the scheme before filling.
  5. If a petrol station refuses relief to an eligible user, OGRA has been ordered to act against it — lodge a complaint by calling 9771.

Bike Not in Your Name?

This confuses almost everyone, because the two schemes have different rules:

  • Sindh Excise scheme: the bike must be registered in your own name. If it isn’t, transfer ownership at any Excise office first — the Rs500 transfer fee was waived.
  • Federal 9771 scheme: for bikes, rickshaws and three-wheelers, ownership in your name is not required — this is confirmed on the official portal (pmfuelrelief.pk). For 800cc cars, the car must be registered in the applicant’s name.

When in doubt, register with the CNIC of the person whose name is on the vehicle’s registration book, using a SIM registered on that same CNIC.

Scam Warnings — Read This

  • Registration is 100% free. Never pay any agent, shopkeeper, or “helper” for registration.
  • The government will never ask for your bank password, OTP codes, or extra personal data by call or WhatsApp.
  • Do not share your CNIC on WhatsApp groups or with unofficial websites claiming to “check” your subsidy.
  • Beware of fake apps and links promising faster registration — use only 9771 (SMS) and the official Excise portal.
  • Anyone claiming they can “increase your quota” or “fast-track your token” for money is a fraud.

Will the Subsidy Continue?

As of 2 October 2026, the scheme is running. However, SAMAA TV reported on 2 October 2026 that the IMF is pressing Pakistan to eliminate fuel subsidies, and government sources said extending the scheme beyond three months may not be feasible, with the estimated cost possibly exceeding Rs75 billion. This is press reporting based on sources, not an official announcement — but it means you should register sooner rather than later and not assume the scheme will run indefinitely.

Frequently Asked Questions

1. Is there a petrol subsidy in Sindh in 2026?
Yes — two of them. The Sindh government’s Rs2,000/month bank-transfer scheme for bikers (via the Excise portal) and the federal Rs100/litre pump discount (via 9771 SMS), which also covers Sindh.

2. How can I get the Rs2,000 petrol subsidy in Sindh?
Register on the Sindh Excise portal (taxportal.excise.gos.pk) with your CNIC, bike registration number, and bank IBAN. The bike must be in your name. Note: the scheme’s current registration status after May 2026 is unconfirmed — check the portal.

3. What is the 9771 code for?
9771 is the federal scheme’s SMS shortcode. Send REG [CNIC] [vehicle number] [S] [date] to register, and TOK before each pump visit to get your fuel token.

4. My bike is in my father’s name. Am I eligible?
For the Sindh Excise scheme: no — transfer it to your name first (fee waived). For the federal 9771 scheme: bikes on open transfer letters can qualify; use the registered owner’s CNIC and a SIM on that CNIC to be safe.

5. How do I check my petrol subsidy status?
For the Sindh scheme, use your tracking ID on the Excise portal or call 021-111-374-634. For the federal scheme, the confirmation and token SMS messages are your record; call 9771 for help.

6. What should I do if 9771 registration fails?
Check the SMS format first — province code S, no spaces in the vehicle number, and the vehicle’s original registration date in DDMMYYYY. See the error table above.

7. The pump won’t accept my token. What now?
Make sure the token is valid and you’re with the registered vehicle. Then file a complaint in the PAK ID app under “Fuel Complaint” or call 9771.

8. Is the 9771 SMS really free?
Yes — the government made SMS registration completely free. If you were charged, you may have used a wrong number or sent before the waiver.

9. Can I register more than one bike?
No — one vehicle per CNIC under both schemes.

10. I live in rural Sindh with no internet. Can I still register?
Yes — the federal scheme works entirely by SMS to 9771, no internet needed. The government has also set up facilitation desks at petrol stations and approved SMS-based token redemption for areas without internet.
