What changed and why

Petrol was cut by Rs3.93 to Rs386.30/L for 17–19 October 2026 — down from Rs390.23. In a daily-revision system, even small day-to-day movements are normal; they reflect the latest ex-refinery and import cost working, not a change in taxes.

Is PSO’s price different from Shell or Total?

No — and this is the single most misunderstood point about the “PSO petrol price today.”

For regulated products (regular petrol and high-speed diesel), Pakistan has one nationally notified price. PSO, Shell, Total Parco, Attock and every other oil marketing company sell at exactly the same retail price, because that price is set by the Petroleum Division on OGRA’s recommendation — not by the company whose logo is on the pump.

What is fixed per litre for every company:

  • OMC margin: Rs7.87/L — fixed and identical for every oil marketing company (official OGRA price buildup, via pakera.pk, 9 Oct 2026).
  • Petroleum levy: Rs80/L and climate support levy: Rs5/L — same for every company (OGRA sheet via pakera.pk, 9 Oct 2026).
  • Dealer margins are also prescribed, not negotiated.

The only prices that genuinely differ by brand are unregulated products like hi-octane (HOBC). Hi-octane is a premium imported product whose price each OMC sets itself — so a Shell vs PSO hi-octane gap is real, while a regular-petrol gap is not. If any pump ever quotes you regular petrol above the notified price, that is not “a different company rate” — it is overcharging.

How PSO prices are set (OGRA / Petroleum Division)

Daily revision mechanism — since 17 July 2026

Pakistan’s fuel price revision has moved through three eras:

  1. Fortnightly — the old system, where prices changed twice a month.
  2. Weekly — an interim step toward more frequent adjustment.
  3. Daily — since 17 July 2026 (press-reported, Tribune). Pakistan’s fuel pricing is now revised every single day.

The daily system passes international price and exchange-rate movements through to consumers faster, but it also means small day-to-day up-and-down moves like the Rs3.93 cut on 17 October are completely normal. The “fortnightly hike” framing you still see in old articles is history — any site still predicting “the next fortnightly revision” is working from outdated information.

What goes into one litre

Every litre of notified petrol is built from the same official OGRA price buildup. The official per-litre figures confirmed for the current cycle (OGRA sheet via pakera.pk, 9 Oct 2026):

  • Ex-refinery price / import cost — the base cost, moves with global markets and the rupee.
  • Inland Freight Equalization Margin (IFEM) — keeps pump prices uniform across Pakistan regardless of distance from the refinery or port.
  • OMC margin: Rs7.87/L — fixed for every company.
  • Dealer margin — prescribed, uniform.
  • Petroleum levy: Rs80/L — a federal tax; does not move with crude.
  • Climate support levy: Rs5/L — fixed per litre.

This is why retail prices can rise even when global crude falls: the levies and margins (Rs92.87/L before you even count the base fuel cost) are sticky, and only the base component tracks international prices.

PSO’s official ex-depot notification PDFs explain how the notified price is built — but ex-depot is not the pump price.

Reading PSO’s official ex-depot notification PDFs on psopk.com

Here is a genuinely useful angle most sites miss: PSO publishes official ex-depot notification PDFs on psopk.com. A plain-English guide to reading them:

  1. “Ex-depot” is not the pump price. The PDF shows the price at the depot (storage terminal), before dealer margins and some distribution costs are added. The pump price you pay is higher — by exactly the prescribed margins.
  2. Check the effective dates first. Under daily revision, each notification is valid for specific dates (e.g. 17–19 October 2026). An undated screenshot circulating on WhatsApp may be yesterday’s price.
  3. Look for the product column you need. Separate lines exist for motor spirit, HSD, kerosene and light diesel — don’t read the HSD line for your petrol question.
  4. Cross-check with the Petroleum Division / OGRA. The ex-depot PDF comes from PSO as an OMC; the retail price notification comes from the government. For what you pay, ogra.org.pk and the Petroleum Division notification are the authorities.

What you actually pay with the 9771 fuel subsidy

The federal PM Fuel Relief Scheme gives eligible beneficiaries Rs100 off per litre of petrol via the 9771 SMS system. The math at today’s price:

Notified price Rs386.30 − Rs100 relief = Rs286.30 per litre

…within your monthly quota (20 litres for motorbikes, 30 litres for 800cc cars — press-reported, Tribune). Above the quota, you pay the full notified Rs386.30/L.

If you are not registered yet, start with our step-by-step petrol subsidy registration guide. To understand how tokens work at the pump, see the 9771 token guide and the 9771 fuel quota details. For the full day-to-day rate picture, see petrol price today in Pakistan.

PSO network notes

  • Token acceptance: PSO stations participate in the 9771 fuel subsidy scheme like other OMCs — present your fuel token (TOK SMS) at the pump within your quota.
  • If a PSO pump refuses a valid token: first ask for the reason in writing or note the pump’s name and location, then raise it through the official complaint paths — the 9771 helpline or the PAK App (press-reported). Keep your registration SMS and token message saved as evidence.
  • Station count claim: some sites credit PSO with 3,500+ stations (pakistanpetrolprices.com) — this is unverified and is not an official PSO figure. Treat it as a claim, not a fact.

Frequently asked questions

Why do fuel prices change every day now? Pakistan moved to daily price revision on 17 July 2026 (press-reported, Tribune). Each day’s price reflects the latest ex-refinery/import cost passed through the official OGRA buildup — so small daily up or down moves are normal.

Why did the pump price rise while global crude fell? Because roughly Rs92.87 of every litre is fixed levies and margins — petroleum levy Rs80/L, climate support levy Rs5/L, OMC margin Rs7.87/L (official OGRA buildup via pakera.pk, 9 Oct 2026). These don’t fall when crude falls; only the base fuel component tracks international markets.

Is PSO hi-octane different from PSO regular petrol? Yes. Regular petrol and HSD are price-regulated with one national notified price. Hi-octane (HOBC) is unregulated — each OMC sets its own price, so brand-to-brand hi-octane differences are legitimate.

Where can I verify today’s price myself? The Petroleum Division’s notification and ogra.org.pk are the authorities for notified retail prices. psopk.com publishes PSO’s official ex-depot notifications (remember: ex-depot is not the pump price). The official scheme portal is pmfuelrelief.pk.

I saw a different “PSO petrol price” on another website. Which is right? Whichever one matches the current Petroleum Division notification for today’s date. Many sites still show fortnightly-era prices or yesterday’s rate — always check the effective date, not just the number.
