PM Fuel Relief Scheme 2026: Rs100/Litre Petrol Relief — Complete Guide
The PM Fuel Relief Scheme 2026 is the federal government’s petrol subsidy programme, announced on 13 September 2026 by Prime Minister Shehbaz Sharif as a “special relief package” for motorcyclists, rickshaw and chingchi owners, and drivers of vehicles up to 800cc. It gives Rs100 off per litre, claimed by SMS to 9771. With petrol priced at Rs386.30 per litre effective 17–19 October 2026, many riders feel even subsidised fuel is expensive — this guide explains what the scheme offers, who qualifies, and how to claim it.

What Is the PM Fuel Relief Scheme?
The PM Fuel Relief Scheme is a federal subsidy cutting Rs100 per litre off petrol for eligible small vehicles, run digitally through the Fuel Pass System with SMS registration to 9771. The Economic Coordination Committee approved Rs75 billion for the scheme on 14 September 2026.
It began in Islamabad on the night of 14–15 September 2026 and expanded nationwide — including Azad Jammu and Kashmir and Gilgit-Baltistan — on the night of 16–17 September. The official portal is pmfuelrelief.pk. At launch, the government estimated coverage of around 21.3 million motorcycles, 600,000+ rickshaws and 1.7 million cars (hrnww.com).
Who Is Eligible?
Eligibility depends on your vehicle type, not your income (quotas per Pakistan Today and Gulf News):
Vehicle type | Engine rule | Monthly quota | Maximum monthly relief |
|---|---|---|---|
Motorcycles, rickshaws, Qingqis, 3-wheelers | No cc cap — a 150cc bike qualifies the same as a 70cc bike | 20 litres (4 tokens × Rs500 relief each) | Rs2,000 |
Cars | Engine up to 800cc only | 30 litres (3 tokens × 10 litres, Rs1,000 relief each) | Rs3,000 |
Ownership rules — read carefully. Per Enterseen’s guide, motorcycles bought on open transfer letters can qualify, while 800cc cars need owner-name registration, and the scheme allows one vehicle per CNIC. Another guide asserts the CNIC must match excise records for all vehicles — the sources disagree, so verify at registration. A workaround buyers report is registering with the CNIC of the person named on the documents.
How Much Relief Can You Get?
The relief is always Rs100 per litre, but it comes off whatever pump price OGRA has notified that day. Worked examples at Rs386.30 per litre (17–19 October 2026, OGRA):
- Motorcycle (20L/month): 20 × Rs100 = Rs2,000 saved; you pay an effective Rs286.30 per litre.
- 800cc car (30L/month): 30 × Rs100 = Rs3,000 saved; effective Rs286.30 per litre.

Because Pakistan now uses daily fuel pricing, the pump price can move with each notification — the Rs100 relief stays fixed, so your effective price moves with it. The old 5-litre minimum per token has been abolished, so you can use the Rs500 token amount against whatever quantity you need.
How to Register on 9771
Registration is a one-time SMS process. From a SIM registered in your own CNIC name, send to 9771:
REG [13-digit CNIC] [vehicle number] [province code] [registration date as DDMMYYYY]
Example format: REG 3520212345671 LEB214560 P 02092026 — always use your own real details. The registration date is the date on your vehicle documents or smart card, written as eight digits. Registration SMS is now free of cost for all beneficiaries (Pakistan Today, 19 September 2026).
Province codes (Business Recorder):
| Code | Province / Region |
|---|---|
| P | Punjab |
| S | Sindh |
| K | Khyber Pakhtunkhwa |
| B | Balochistan |
| I | Islamabad |
| G | Gilgit-Baltistan |
| A | Azad Jammu and Kashmir |
Use the letter of the province where the vehicle is registered, not where you live. AJK users report code A being rejected — report it on the 9771 helpline rather than guessing.

How to Get Your Fuel Token
Registration alone does not give discounted petrol. Before each pump visit, send TOK to 9771, show the token SMS to the operator, and the operator verifies it before applying the Rs100/litre relief.
Token validity (per pkschemehub.blogspot.com and ndo.org.pk; the best-sourced version — other guides differ):
Vehicle | Relief per token | Validity | Next token |
|---|---|---|---|
Motorcycle / 2 & 3 wheelers | Rs500 | 7 days | One token per 7-day period |
Car up to 800cc | Rs1,000 (10 litres) | 10 days | One token per 10-day period |
A new token cannot be issued while an earlier one is active; if a token expires unused, the next can be requested under the waiting-period rules.

- 8.4M+ registrations; 10.3M of 12.2M tokens redeemed; 129 districts — 4 October official briefing as reported by Arab News on 6 October; consistent with the PMO review meeting figures of 1–2 October.
- Rs400–500B — prepared to keep the relief running up to ten months if prices stay high, per the Petroleum Minister — stated preparedness, not money already spent.
- A 24-hour call center / control room operates at the Ministry of IT and Telecommunication for beneficiary and pump complaints.
If the Pump Refuses Your Token
Pump refusal is the second most-reported problem after registration failure — users in Hyderabad, Buner, DI Khan, Karachi, Lahore, Faisalabad and several other cities describe operators saying there is “no system” for tokens. What you can do:
- Complain to OGRA — the Petroleum Minister directed OGRA to act against stations refusing relief to eligible customers.
- Call the 9771 helpline — the 24-hour line handles registration and pump-station complaints.
- 9772 — listed by pkschemehub.blogspot.com as the line for petrol pump owners on scheme matters.
- PAK ID app “Fuel Complaint” flow — reported by TechJuice in late September (snippet-level reporting; steps not independently verified).
Avoid Scams
- Fraudsters use lookalike numbers such as 97771. The scheme only uses 9771.
- No agent or fee is needed — registration is a free SMS you send yourself. Never pay anyone promising to “approve” your application.
- Never share your CNIC, vehicle details, token SMS or OTP with unauthorised people claiming to help.

FAQs
Who is eligible for the PM Fuel Relief Scheme?
Motorcycle, rickshaw and Qingqi owners (no engine-size cap) and car owners with engines up to 800cc can apply, per the government’s 13 September 2026 announcement. The vehicle must be registered on or after 1 January 2006. Registration is via SMS to 9771 from a SIM in your own name. One vehicle per CNIC, per Enterseen’s guide.
Why does my 9771 registration keep failing?
The system replies “Registration Failed” when your details don’t match official records. Users most often quote: “رجسٹریشن ناکام۔ براہ کرم سواری کا نمبر اور صوبائی کوڈ چیک کریں” — check the vehicle number and province code. Re-check your CNIC digits, the exact plate number, the province letter, and the DDMMYYYY registration date from your documents.
Which province code should I use in the REG SMS?
Use the first letter of the province where your vehicle is registered, not where you live: P Punjab, S Sindh, K Khyber Pakhtunkhwa, B Balochistan, I Islamabad, G Gilgit-Baltistan, A AJK (per Business Recorder). AJK users report code A being rejected — if that happens to you, report it on the 9771 helpline.
I sent TOK to 9771 but got no token. What should I do?
First confirm your registration SMS was accepted — TOK only works after successful registration. Some users report an “invalid command” reply or no reply at all. Wait a while and retry once; repeated attempts during launch week cost users Rs3–10 each before SMS was made free (user-reported). If it persists, call the 9771 helpline.
Is the 9771 registration SMS really free?
Yes. The government abolished SMS charges for all beneficiaries — motorcycles, rickshaws, Qingqis and 800cc cars — in the 19 September update (Pakistan Today). If your network still deducts balance for 9771 messages, keep the deduction message as proof and report it via the 9771 helpline.
My motorcycle was registered before 2006. Can I still apply?
No. Bikes, rickshaws and Qingqis must be registered on or after 1 January 2006 (Pakistan Today, 19 September 2026). The cutoff was extended from 2011 after public feedback, which brought 2006–2010 vehicles in — but anything registered before 1 January 2006 remains excluded, and many owners of older bikes have protested this online.
The bike is not registered in my name. Can I get the relief?
This is a top real-world question with no single official answer published. Enterseen’s guide says open transfer letters are accepted for bikes, while some sites insist the CNIC must match excise records — the sources disagree. A common peer workaround is registering with the CNIC of the person named on the documents (user-reported, not official advice).
How do I find a petrol pump that accepts 9771 tokens?
There is no official published list of participating pumps — this is the most-asked city-level question we found, and no competitor answers it either. The scheme operates across 129 districts (PMO briefing, October 2026). Ask the pump operator before fueling whether they accept 9771 tokens, and report refusals to OGRA or the 9771 helpline.
Is there an income limit for the scheme?
No income limit has been announced for the PM Fuel Relief Scheme. Eligibility is based on your vehicle type, engine size and registration — not your income. One Pakistani guide specifically warns readers not to trust websites claiming an income limit exists. Do not pay anyone who promises to “approve” you.
Is 9771 the same as 8070 or 8171?
No. 9771 is only for the PM Fuel Relief Scheme’s petrol subsidy (REG for registration, TOK for fuel tokens). 8070 and 8171 belong to different government support programmes. Mixing them up is a common mistake seen in online guides — sending your vehicle details to the wrong number will not register you for fuel relief.
