Registration only puts you on the list. TOK unlocks the Rs 100 cut at a Balochistan pump.
Send TOK to 9771 before you leave home. A bike or three-wheeler gets a Rs 500 token, one per week, with no 5-litre limit. A car up to 800cc gets a 10-litre token. That slice saves Rs 1,000.

Far pumps and freight
The subsidy does not rewrite the national petrol ceiling. You still start from today’s OGRA board. The token takes Rs 100 off quota litres only.
Pumps far from a depot may add freight. PSO prints that disclaimer on its fuel-prices page. A Hub or Zhob screen can sit a few rupees above Quetta. Ask before the nozzle starts.

Scams in Balochistan
Fraud ads lean on Quetta and the chief minister. Close both if they ask for money.
WhatsApp “CM Balochistan quota” agents sell extra litres. They cannot raise the four-token or 30-litre cap. Paid “9771 helpers” also lie. Registration on your own SIM is free.
Fake “Quetta subsidy” apps copy the federal name. They steal CNIC photos. There is no official Balochistan cash website for this token. Stay on SMS 9771 and the notes on pmfuelrelief.pk or pmpetrolsubsidy.com.
Staff will not call for an OTP. A stranger who asks for JazzCash or a fee is not the Fuel Pass.
Why the subsidy bites less in Balochistan
Petrol subsidy Balochistan uses the same Rs 100 token as Lahore. The street market is not the same. Many riders here already buy cheaper informal Iranian petrol instead of OGRA pump fuel.
That trade is illegal. It is also old and large. BBC and other outlets reported pickups and bikes moving Iranian product through Balochistan after Gulf prices jumped. Leaked intelligence cited in those reports put the informal flow near 14% of Pakistan’s yearly fuel use and about 2.4 million people in the province tied to the work. Treat those figures as estimates, not a census.
Price is why the token looks small. In April 2026 the Balochistan government tried to cap Iranian petrol at Rs 280 a litre after vendors pushed it toward Rs 300–360. National pump petrol then sat far higher. A Rs 100 cut on an OGRA litre near the OGRA board rate still leaves legal petrol above that informal cap when the cap holds. Later reports showed Quetta street rates climbing again when supply tightened. The gap moves. The logic stays.
Crackdowns and border fighting also swing the market. Dawn’s oil-sector sources claimed a sharp drop in mid-2026 after tanker attacks. Arab News quoted Frontier Corps figures that daily informal volumes fell from tens of millions of litres toward about 1.2 million. When informal supply dries, more riders return to licensed pumps — and then 9771 matters more. When cans are cheap and close, many skip the official nozzle.
So the scheme is not fake in Balochistan. It is narrower. TOK only works at a pump that sells licensed petrol and can read the SMS. It does not discount a roadside can. Punjab, Sindh, and Islamabad lean on those licensed pumps. Quetta and the border belt often do not.
If you already fill at a registered Quetta or Gwadar pump, send REG with B. If you never use that pump, the token will not change your monthly bill. Do not treat informal fuel as legal, safe, or quality-tested. This page does not tell you how to buy it.
