Who the PM package covers
The Prime Minister drew a short vehicle list. Fit that list and you can start PM petrol subsidy registration. Miss it and 9771 will waste a text.
Vehicles the PM named
He named motorcycles, rickshaws, Qingqis, Chingchis, and other two- and three-wheelers. He also named cars with engines up to 800cc. Old machines stay in. Ministers said a 15-year-old bike can apply. They said a 20-year-old small car can apply too.
Ownership the ministers locked
A bike or three-wheeler does not need your name on the Excise card. Open transfer letters and rented livelihood bikes still count. An 800cc car is different. Only the registered owner can apply.
The ECC allows one vehicle per CNIC. It also frames the PM package as non-commercial. Do not treat it as a fleet discount.
What the PM scheme does not ask
Skip the old checklist. This federal process does not want an income slip. It does not want 8171 or BISP proof. It does not lock bikes at 70cc. It does not need a bank account. That cash idea belonged to Sindh’s earlier Excise payout, not to the PM token.

PM petrol subsidy registration happens on your phone. The Prime Minister’s Fuel Pass System does not send you to an Excise counter.
Why SMS, not an office
Minister Shaza Fatima Khawaja kept the checks short so more people get in. Prime Minister Shehbaz Sharif also asked for a free registration SMS. You need no website login and no app.
Four fields
Use the SIM that PTA tied to your CNIC. A borrowed phone fails.
Keep four facts ready: your 13-digit CNIC, the plate, the Excise province letter, and the vehicle registration date. Send the province on the papers. Do not send the city where you now live.

Try the date as DDMMYYYY first. If 9771 rejects it, try DD/MM/YYYY.
Success
One confirmation SMS means you are on the PM list. Do not send REG again. Send TOK only when you need fuel.

How the PM token works (TOK)
- Send TOK to 9771 before the pump.
- 5 L / Rs 500 weekly for bikes. 10 L / Rs 1,000 every 10 days for ≤800cc.
- Show SMS. Check Rs 100 came off. Extra litres = board price.
- 20 L / 30 L month cap. Assume no carry-forward unless the PM site updates.

Treat pmfuelrelief.pk as the PMO-cited site. Read process lines from Radio Pakistan and APP. Follow the Ministry of IT briefing by Shaza Fatima Khawaja. Those four sources carry the live 9771 rules.

Sindh’s cash payout is not the Fuel Pass token. Punjab’s app and helpline 1000 are not 9771. The AJK page does not register a Punjab plate on the PM system. 8171 belongs to BISP-style checks. A store app that uses the Prime Minister’s name cannot issue a real TOK.
If the page asks for a fee or a second short code, it is not the PM channel. Stay on 9771 and pmfuelrelief.pk.
Fake “PM subsidy” warnings
Scammers borrow the Prime Minister’s name the same day a scheme drops. Treat every extra ask as a lie.
Nobody from government will call you about PM petrol subsidy registration. Nobody will WhatsApp you. Nobody will text you for an OTP, a fee, or CNIC photos. Minister Shaza Fatima said the state will not take extra data and will not charge a fee.
April 2026 pages that brand 9771 a scam are stale. Those notes tracked an old app test. In September the Ministry of IT made 9771 the official PM door.
An “agent” who sells a bigger PM quota is lying. The Fuel Pass cap stays 20 litres or 30 litres. No broker can raise it. Close that chat. Keep only 9771.

Is pmfuelrelief.pk official?
Yes. The Prime Minister’s briefing and Radio Pakistan pointed the public to pmfuelrelief.pk. The site can stall when traffic spikes. Keep the 9771 steps even if the page times out. Ignore lookalike URLs that add a payment screen.
Do I need an app for the PM scheme?
No. The Ministry of IT chose SMS so you need no smartphone app. A store title such as “PM Petrol Subsidy App” is not the Fuel Pass door. It can steal your CNIC. It cannot print a real token. Stay on 9771.
When does the PM subsidy start outside Islamabad?
Islamabad pumps start at midnight 14–15 September 2026. The rest of Pakistan, AJK, and Gilgit-Baltistan start at midnight 16–17 September. You may send REG early. Use TOK only after your city’s night on that map.
Is the PM petrol subsidy a scam?
The official scheme is real. The scam is a fee, an OTP request, or a second number in the PM’s name. Government staff will not call you. April posts that called 9771 fake are outdated. September briefings made 9771 the PM channel.
Is this the same as Sindh’s Rs 2,000 scheme?
No. Sindh paid cash through Excise and a bank account. The PM scheme pays nothing into your bank. It cuts the pump bill after a TOK SMS. Do not send Sindh portal details to 9771. Do not expect 9771 to trigger that old Rs 2,000 credit.
Can one CNIC take two vehicles on the PM package?
No. The ECC limits relief to one vehicle per user or owner. Pick the machine you ride most. A second REG on the same CNIC should fail. Do not sell the token. The Fuel Pass tracks the cap on that card.
Does the PM scheme include diesel?
