9771 is the SMS short code for the scheme. The same number handles registration and token requests. It is also the number to use if you have registration or pump problems. The government keeps the process on ordinary SMS so that people without smartphones or internet access can use it.
The scheme was launched by Prime Minister Shehbaz Sharif on 13 September 2026. It started in Islamabad from midnight on 14–15 September and nationwide from midnight on 16–17 September. By 21 September, more than 2.2 million people had registered and around 1.9 million tokens had been issued.

How to get the 9771 token: step by step
Step 1: Register once. Send this format to 9771: REG, CNIC number, vehicle registration number without spaces, first letter of your province, and vehicle registration date. The province letters are I (Islamabad), A (AJK), G (Gilgit-Baltistan), S (Sindh), P (Punjab), K (Khyber Pakhtunkhwa) and B (Balochistan). Enter the date as DDMMYYYY. Send it from a SIM registered in your own name. Wait for the confirmation SMS.
Step 2: Request your token. Before going to the pump, send TOK to 9771. Two- and three-wheeler users can request a token once a week. Your SMS will show your eligible quantity and the validity period.
Step 3: Go to a participating pump. Show the token number. The attendant verifies it in the system before issuing subsidised fuel.
Step 4: Pay the reduced price. The system tracks the subsidised petrol you have already claimed during the month, so you cannot exceed your quota. Petrol beyond the quota is charged at the normal pump price.
How much is one token worth?
For motorcycles, Qingqis and rickshaws, the minister explained that each token carries a Rs500 relief. Here is her example: if two litres of petrol cost Rs780, the buyer pays Rs280 after applying the token. That means the discount comes off your total bill, and you are not tied to a fixed litre amount.
The monthly maximum is unchanged. Two- and three-wheelers get relief on up to 20 litres a month, saving up to Rs2,000. Vehicles up to 800cc get relief on up to 30 litres, saving up to Rs3,000. Car owners follow a separate token schedule. Around 152,000 tokens had been issued for 800cc vehicles as of 21 September.

At the pump
- Get your token before you leave home. It arrives by SMS, so check that it has arrived.
- Ask the attendant to enter your vehicle number and token exactly as shown in your SMS.

- Check the validity period in your SMS. An expired token is no longer valid, so request a new one.
If the pump refuses
Note the pump name, the time and your token number. Then use one of these routes:
- Report the case to 9771.
- Open the PAK App, choose “Fuel Complaint”, describe the issue, attach a photo of the token and submit it for tracking.
- Some reports also mention 9772 for pump-related complaints. Other guides describe 9772 as the line for pump owners, so use 9771 or the PAK App first.

If registration fails
