PM Fuel Relief Scheme 2026: 9771 Registration, TOK Token & Complaint Guide if the Pump Refuses

Prime Minister Shehbaz Sharif launched the Prime Minister’s Fuel Relief Scheme on 13 September 2026. The government runs it through the Fuel Pass System. You register by SMS on 9771. The system matches your CNIC with NADRA. It matches your SIM with the PTA. It matches your vehicle with provincial Excise records.

Pakistan imports most of its petrol. Fighting in the Gulf pushed supply risk and pump prices up. The scheme gives a Rs 100 per litre cut on petrol only. It targets low- and middle-income riders, not every car on the road.

This is not a diesel subsidy. It is not a cut in the petroleum levy for all drivers. It is not the April 2026 plan that sent cash to a bank account. You get relief at the pump with a TOK token. The federal cabinet set aside about Rs 75 billion for the first phase. The IT Ministry, Petroleum Division, and State Bank handle delivery and pump repayments.

Who can get the fuel relief

IT Minister Shaza Fatima Khawaja updated the rules on 19 September 2026. Check your vehicle against this table before you text 9771.

Small petrol cars that usually fit include Suzuki Mehran, Alto, Bolan, Every, and Cultus 800. Confirm the engine size on your registration book. The scheme covers petrol (motor spirit) only.

Who stays out

High-speed diesel (HSD) gets no token. Hi-octane (HOBC) gets no token. Cars above 800cc stay out. Big commercial fleets stay out. The ECC summary limits relief to one vehicle per person.

Bike in a father’s name or on an open transfer

Minister Khawaja said motorcycle, rickshaw, and Qingqi users can register if they hold the papers and use the vehicle. Cars do not get that slack. For an 800cc car, the owner on the Excise record must send the SMS. Use a SIM that PTA tied to that same CNIC.

Old bikes from before 2006

The first cutoff sat at 2011. After public complaints, the government moved it to 1 January 2006. A 2008 or 2010 bike can now qualify. A 2004 bike still cannot. Social posts ask for a year-2000 cutoff. That is not the official rule today. Check the date printed on your registration book, then send REG to 9771.

How to register on 9771

Register once. Send the SMS from home. The IT Ministry built this as a four-part text, not an app login.

Checklist before you text

Use a mobile SIM in your own name. PTA must link that SIM to your CNIC. Open your vehicle book and copy the plate exactly. Write the CNIC as 13 digits. Drop the dashes. Write the registration date as DDMMYYYY. Keep one space between each part. Do not add extra words.

A Lahore house does not create a P. A Punjab plate does.

What the confirmation SMS looks like

A pass message confirms the match with NADRA, PTA, and Excise. You do not register again next month. A fail message often says the command is wrong, or it asks you to check the vehicle number and province code. Do not spam 9771. Fix the format. Send one clean REG again. After the pass SMS, you request fuel with TOK. That step comes next.

How to get and use TOK

Registration is the lock. TOK is the key. Send it only after 9771 confirms your REG.

Send TOK from the same number

Open SMS on the same SIM you used for registration. Type only TOK. Send it to 9771. A different phone will fail the Fuel Pass System check.

Send it before you leave home

Request the token at home, not at the nozzle. Networks lag. A late text leaves you paying the full OGRA price.

What the token SMS contains

The reply carries a short token code. It also repeats your vehicle number. It states the relief and the validity window. Two- and three-wheelers get one token a week. Cars up to 800cc get one token about every 10 days. Read the digits once. Do not guess them at the pump.

At the pump

Show the 9771 SMS to the attendant. The staff checks the token on their device. Then they apply the discount on your bill. Watch the screen. Confirm the cut before you pay. Dawn and district offices told riders to report a pump that ignores a valid token.

Offline pumps

Deputy Prime Minister Ishaq Dar’s steering committee approved SMS redemption on 19 September 2026. Pumps with no internet can still clear a token by text. Ask the attendant to use that fallback. Do not walk away on the first “system down.”

Worked math

Minister Shaza Fatima Khawaja used this example after the five-litre cap ended. Two litres cost Rs 780. You apply the Rs 500 weekly token. You pay Rs 280. The token can cover a small fill. You do not need to buy five litres first.

What changed on 18–19 September 2026

The first nationwide days exposed gaps. Riders and journalists fed those gaps back to the IT Ministry. Prime Minister Shehbaz Sharif then eased the rules. Minister Shaza Fatima Khawaja announced the changes on 19 September 2026. Dawn and Business Recorder carried the same points the next morning.

Ishaq Dar’s National Steering Committee also approved token clearance by SMS where a pump has no internet. The State Bank told that meeting it had cleared recent dealer claims the same day. These fixes do not raise the monthly cap. They make the existing Rs 2,000 and Rs 3,000 relief easier to use.

No reply from 9771

Launch week jammed the gateway. fuel subsidy complaint Reddit and X users said the same thing: hours with no SMS. Wait 30 to 60 minutes. Send HELP once. Do not fire ten REG texts. Repeat only after you correct the line.

“Already registered on another number”

The Fuel Pass System locked the vehicle to the first SIM. Open that original phone. Send TOK to 9771 from it. A new SIM will not steal the file. If you lost that number, call 9771 and ask the desk to note the CNIC and plate.

Token invalid or already used

Read the code off the official 9771 SMS. Party how-to posts told pump staff to re-enter the 8- or 10-digit token. If the terminal still rejects it, the token may have expired. Send TOK again from the same SIM. Do not hand the phone to an “agent.”

Pump refused, “system nahi hai,” or Sunday closed

Dawn reported first-day refusals when pumps lacked the digital setup. Islamabad’s deputy commissioner told riders to report those pumps on 9771. Write this down before you leave:

• Pump name and brand (PSO, Shell, Total, or other)
• Road and city
• Date and time
• Token ID
• What the attendant said

Then call 9771. Use the facilitation desk at the pump if one exists. In ICT, officials warned they can seal a station that blocks a valid token. A Karachi rider also posted a Sunday “no relief” notice. Treat that as a complaint, not the end of the scheme. Ask the staff to try SMS redemption. Ishaq Dar’s committee approved that path for pumps with no internet.

Send that to 9771. Keep the token SMS. Add the pump name. Skip WhatsApp numbers that ask for an OTP.

Scams and fake sites

Fraud started the same week as registration. High petrol prices pull copycat pages and fake “officers.” Minister Shaza Fatima Khawaja said the government charges nothing for this scheme.

You pay no registration fee. You pay no token fee. A free 9771 SMS does not need a middleman. Anyone who asks for cash to “activate” your file is running a scam.

The government will not call you for an OTP. It will not ask for your CNIC on WhatsApp. It will not add you to a private group to “verify” NADRA. Hang up. Do not forward the code.

The only official short code for riders is 9771. Pump desks use 9772. Ignore 8171 and every other number in a forwarded poster. Ignore a stranger who offers to type your REG line for a fee.

Keep one rule: the Fuel Pass System already has your NADRA, PTA, and Excise record. You do not need to give that file to anyone else.

Money and policy context

The Economic Coordination Committee approved Rs 75 billion for the Prime Minister’s Fuel Relief Scheme. Petroleum Minister Ali Pervaiz Malik put the monthly cost near Rs 25–30 billion. The government parked Rs 25 billion with the State Bank of Pakistan for the first month.

That float matters at the pump. The Pakistan Petroleum Dealers Association said members would not eat a Rs 100 loss per litre. Dawn reported that confusion on day one. Dealers asked who pays them back, and how fast. After talks, the State Bank told Ishaq Dar’s steering committee it had settled recent claims the same day. A late repayment still risks a “system nahi hai” refusal.

This is a targeted subsidy. It is not a cut in the petroleum levy for every driver. Information Minister Attaullah Tarar argued a levy cut would also help large cars. The Fuel Pass System aims the Rs 100 relief at motorcycles, rickshaws, Qingqis, and 800cc cars.

Diesel stays out. High-speed diesel still follows the OGRA tariff. Petrol itself remains expensive. The notified motor-spirit price on 19 September 2026 was about Rs 389.14 a litre. The token trims that bill. It does not reset the national price.

April 2026 scheme vs this scheme

Pakistan ran two different relief models in 2026. Search results still mix them. Use the September pump token if you want 9771 relief today.

The April plans followed the end of a wider fuel subsidy. Provinces paid cash so bikers could buy petrol on their own. This September plan does not load your bank. It cuts the bill when the attendant accepts your token.

Do not send your IBAN to a random “9771 agent.” Do not download an old subsidy APK from a WhatsApp poster. If a page talks only about Maryam Ko Batain or a Sindh bank transfer, it describes the spring scheme. For the current Prime Minister’s Fuel Relief Scheme, stay on 9771.

City and province notes

The scheme is federal. Local desks still decide how fast a complaint moves.

Islamabad (ICT)

District staff said subsidised petrol ran at 146 stations during the capital pilot. The deputy commissioner told riders to report a refusal on 9771. Officials warned they can seal a pump that blocks a valid token. Use that number before you argue at the nozzle.

Lahore and Punjab

Commissioner Lahore Division Nauman Yousuf checked pumps on Outfall Road, Saggian, and MAO College Road. He told riders to use the facilitation counters on site. Deputy commissioners and assistant commissioners monitor those desks. Ask for the counter if the attendant stalls.

Karachi and Sindh

Sindh Excise opened a 24/7 line at 021-111-374-634. The desk sits in the Motor Registration Wing at Civic Centre, Karachi. Commissioner Karachi also ordered help desks in deputy commissioner offices. Call the line for registration questions. Call 9771 if a pump refuses the token.

AJK, Gilgit-Baltistan, and no-internet towns

Ishaq Dar asked provinces, AJK, and GB to list pumps with no internet. Those sites should clear tokens by SMS. A closed pump or a diesel-only pump should leave the live list. If your town has no signal on the terminal, ask the staff to use the SMS path. Then log the pump name on 9771.
