You qualify if you ride a motorcycle, rickshaw, Qingqi, Chingchi, or another two- or three-wheeler. You also qualify if you own a car up to 800cc. Old machines stay in. Ministers said a 15-year-old bike can apply. They said a 20-year-old small car can apply too.

The scheme covers petrol only. Your SIM must sit on your own CNIC. The Fuel Pass allows one vehicle per CNIC.

A bike or three-wheeler does not need your name on the Excise card. Open transfer and rented livelihood bikes still count. An 800cc car is stricter. Only the registered owner can apply.

pmpetrolsubsidy.com is a dedicated eligibility guide. Use it to read the rules and run the on-site check when the form is live. It is not a Ministry of IT login. It does not replace 9771. Keep it open while you tick the yes/no list.

pmfuelrelief.pk

Radio Pakistan and the Prime Minister’s briefing pointed the public to pmfuelrelief.pk. That site carries official scheme notes. It can stall when traffic spikes. A timeout there does not mean you failed the check.

The live federal match is SMS 9771. A confirmation after REG means you are eligible and registered. A reject means the Fuel Pass could not match SIM, plate, province, or date. That number is the real test.

The Fuel Pass does not email a certificate. The 9771 reply is the check.

A confirmation SMS means NADRA, PTA, and Excise accepted the match. You are eligible. You are also registered. Do not send REG again.

A reject means the check failed. Usual causes: borrowed SIM, wrong province letter, dashes in the plate, or a bad date. It does not always mean the vehicle type is banned. Fix the field. Send once more.

Myths that fail the check

Old posts add filters the September briefing never asked. Those extras make people think they failed eligibility when they only failed a rumour.

The live federal process does not want an income slip. It does not ask for Rs 50,000–60,000 proof. It does not need BISP or 8171. It does not lock bikes at 70cc. It does not need a bank account for 9771. Bank IBANs belong to Sindh’s Excise cash portal, not to the Fuel Pass.

If the check fails

A red SMS is usually a data fault, not a lifetime ban.

Check the SIM first. PTA must see your CNIC on that number. Check the province letter second. Send the Excise office, not your hometown. Check the date third. Try DDMMYYYY, then DD/MM/YYYY.

A car still fails if the file is not in your name. Transfer it, then text again. A second REG after a confirmation also fails. That person is already in. Send TOK instead.

Does a 9771 reject mean I am banned?

No. Most rejects are a borrowed SIM, the wrong province letter, or a bad date. Cars also fail when the Excise name does not match. Fix one field. Send REG once more. You are not locked out for life.

Are 800cc cars eligible?

Yes. Cars up to 800cc get 30 litres a month on the federal scheme. Only the registered owner can apply. A Mehran or Bolan in someone else’s name will fail the check. Bikes follow looser name rules.

Can I check without sending SMS?

You can self-check the list on pmpetrolsubsidy.com and pmfuelrelief.pk. AJK and Sindh also have provincial pages for their own programmes. The live federal yes/no still needs 9771. There is no fee for that text under the PM’s instruction.

Is there an income limit?

Not on the September federal briefing. Skip Rs 50,000–60,000 rumours. Skip BISP-only stories. Eligibility follows vehicle type, one CNIC, and the SIM match. Old August blogs mixed extra filters.

Does AJK have its own checker?

Yes. pfsp.admin.gok.pk checks AJK motorcycle eligibility by CNIC. It is for AJK residents and two-wheelers. It does not register a Punjab car on the Fuel Pass. Federal riders in AJK still use 9771 and code A for the pump token.

Does the Sindh website check federal eligibility?

No. fsp.excise.gos.pk and taxportal.excise.gos.pk serve the April Rs 2,000 bike cash scheme. They want a bike and a bank in your name. They do not issue a federal TOK. Sindh plates use code S on 9771 for the pump cut.

Is eligibility the same as registration?

On the federal scheme, yes in practice. A successful REG means the Fuel Pass accepted you. You are eligible and registered in one step. Provincial cash portals can show “eligible” and still wait on a bank transfer. Do not mix those statuses.
