Updated 23 September 2026. The PM Fuel Relief Scheme is now live across Pakistan, AJK, and Gilgit-Baltistan. Bikes, rickshaws, Qingqis, and Chingchis get Rs 500 off with each weekly token. Cars up to 800cc get Rs 100 off per litre. Older bikes now qualify, the 5-litre token limit is gone, and every SMS is free.

What is the PM Fuel Relief Scheme?

The Ministry of IT and Telecommunication runs the Fuel Pass System (FPS). NADRA checks the CNIC. PTA checks that your SIM matches that CNIC. Provincial Excise departments check the vehicle record. That mix keeps the subsidy on real bikes and small cars. This scheme does not change diesel. It does not cut petrol for every car on the road. It sends relief to the vehicles most Pakistani workers use every day.

Who can register (eligibility)

You qualify by vehicle type, not by a long paper file. Read this block before you text 9771.

What you do not need

You also do not need a bank account for the federal token. That cash route belonged to Sindh’s earlier Excise payout. Mix those rules and your SMS will fail.

Who should not apply

Stay out if your car exceeds 800cc. Stay out if you want cheap diesel or HSD. Stay out if you run a commercial fleet. Stay out if you already tied one vehicle to your CNIC. You should also check if you are eligible for pm petroleum subsidy.

How to register on 9771

You finish petrol subsidy registration with one SMS. You send it to 9771. You do this from home.

Before you SMS

Use the SIM that sits on your own CNIC. PTA matches that number to NADRA. A borrowed phone will fail.

Keep four details in front of you. Write your 13-digit CNIC. Write the plate. Write the province that issued the vehicle. Write the registration date.

Do not use your domicile. Do not use the city where you now live. Use the Excise province on the papers. The same plate can exist in two provinces. The wrong letter kills the check.

Pick the letter for the Excise office, not for your hometown.

Date format

Try the date as DDMMYYYY first. Example: 15082020. If 9771 rejects it, send DD/MM/YYYY. Wrong dates fail almost as often as wrong province codes.

What success looks like

A confirmation SMS means you are in. You register once. You do not send REG again every week.

Every REG and TOK message is free. The government scrapped SMS charges on 19 September 2026. Still wait for the reply before you leave for the pump.

How to get the fuel token (TOK)

Registration only puts you on the list. The fuel token unlocks the Rs 100 discount. You request that token each time you need subsidised petrol.

Send TOK before you leave

Open the same SIM you used for REG. Type only this:

Send it to 9771. Wait for the reply. Then ride to the pump. A token you request at the nozzle can lag. Ask for it at home or at the shop next door.

Token sizes

A motorcycle, rickshaw, Qingqi, or Chingchi gets a Rs 500 token. The old 5-litre limit is gone. Buy 2 litres or 6 litres. The Rs 500 still comes off the bill. You get one token a week, four a month.

A car up to 800cc gets a 10-litre token. That slice knocks Rs 1,000 off the bill. You can claim that size about every 10 days.

The system tracks both tokens against your monthly cap. It will not hand you a fresh code after you hit the limit.

At the pump

Show the TOK SMS to the attendant. Staff check the code on their device. Watch the screen. A bike token should take Rs 500 off the bill. A car token should take Rs 100 off each litre, up to 10 litres.

Buy as much fuel as you need. A bike token still takes only Rs 500 off the total. A car token covers 10 litres. Extra car litres cost the full pump price.

Quota rules

Two- and three-wheelers get four Rs 500 tokens a month. Cars up to 800cc get 30 litres a month in 10-litre tokens. That is the ceiling, not a promise of free petrol.

Officials have not locked a carry-forward rule in public briefings. Treat unused litres as gone at month-end. Check pmfuelrelief.pk if the government posts a change.

Keep the token SMS until the receipt prints. The next section covers when each city can actually use it.

Rollout calendar

Registration opened on 13 September 2026. It is still open in every province. The pump discount is now live everywhere.

Islamabad went first. The petrol subsidy Islamabad start date was midnight between 14 and 15 September. ICT pumps began the token check that night.

The rest of Pakistan, plus AJK and Gilgit-Baltistan, went live at midnight between 16 and 17 September. That answers nationwide kab se.

Demand stays high. By 19 September, over 1.75 million people had registered. About 1.5 million tokens had gone out. Pumps had redeemed more than 680,000 of them. Wait for the confirmation. Do not flood 9771 with new formats.

How much can you save?

Bikes get a flat Rs 500 per token. Cars get Rs 100 per litre. Do the maths once. Then stop chasing rumour figures.

You do not get cash in your bank from this federal scheme. You get a cheaper nozzle bill when the token clears. Extra car litres above each 10-litre token cost the full board price.

Federal 9771 vs old provincial schemes

Pakistan ran more than one petrol relief drive in 2026. Use the live federal channel unless you are finishing an old provincial payout.

Sindh paid cash after Excise verified the bike and the bank account in the same name. That was not a pump token.

Punjab pointed riders to mkb.punjab.gov.pk, the Maryam Ko Batayn app, and helpline 1000. Treat those as provincial tools, not as a replacement for 9771.

AJK still hosts a public checker at pfsp.admin.gok.pk. That page tests motorcycle eligibility for AJK residents. It does not register a Punjab or Sindh plate on the federal Fuel Pass.

Do not mix 8171, BISP, or 5566 into this SMS. Those codes belong to other welfare schemes. A Play Store “Petrol Subsidy App 2026” is not the federal registration door.

Do not mix 8171, 5566, or random apps

• 8171 belongs to BISP and Ehsaas-style welfare checks. It does not register a petrol token. A message to 8171 will not load the Fuel Pass System.
• Some old posts also push 5566. That number is not the federal petrol code in the September briefing. Ignore it for this scheme.
• Random Play Store titles such as “Petrol Subsidy App 2026” sit outside the official process. The Ministry of IT chose SMS so you need no smartphone app. A third-party app can steal your CNIC. It cannot issue a real TOK.
• Use one short code only: 9771. Use two commands only: REG then TOK. If a WhatsApp “agent” sends any other number, close the chat.

Registration failed? Fix list

A failed SMS usually has a simple cause. Match your error to one row. Send REG again only after you correct that one thing.

1. SIM not on your CNIC

PTA rejects a borrowed or family SIM. Switch to the mobile number NADRA tied to your card. Then resend the same details.

2. Province of residence instead of Excise province

You live in Lahore. The bike may still sit on a Sindh file. Use the letter for the office that issued the plate, not the city where you sleep.

3. Dashes or spaces in the CNIC or plate

Write 13 CNIC digits with no dashes. Write the plate with no gaps. Clean text helps the Excise match.

4. Wrong registration date

Open the smart card or book and copy that date. Try DDMMYYYY first. If 9771 still rejects it, try DD/MM/YYYY.

5. Car not in your name

An 800cc car must list you as the registered owner. Transfer the file at Excise first. A bike can pass on an open letter. A car cannot.

6. Duplicate REG after a confirmation

One success SMS ends registration. Stop sending REG. Send TOK only when you need fuel.

7. Network delay

Over 1.75 million people registered in the first week. Wait for the reply. Do not fire ten formats in two minutes.
